HomeMy WebLinkAboutOrdinance 25110-09-2021 ORDINANCE NO.25110-09-2021 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL—FUND, SUBJECT TO RECEIPT OF THE GRANT, UP TO THE AMOUNT OF $3,559,766.00, FROM THE FY2021 HOMELAND SECURITY GRANT PROGRAM FUND FROM THE U.S DEPARTMENT OF HOMELAND SECURITY, FOR THE PURPOSE OF FUNDING VARIOUS GRANT PROJECTS, PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund, subject to the receipt of the grant, up to the amount of $3,559,766.00, from the Fiscal Year 2021 Homeland Security Grants from the United States Department of Homeland Security (DHS) through the State of Texas, Office of the Governor, for the purpose of funding several grant projects: GRANT PROJECT AMOUNT Urban Area Security Initiative Grant 2981407 Joint Emergency Operations Center(JEOC)Sustainment Project 435,720.00 Urban Area Security Initiative Grant 2981807 Planning Project 902,911.90 Urban Area Security Initiative Grant 2982007 Management and Administration Project 152,000.00 Urban Area Security Initiative Grant 3419805 Interdiction and Disruption Project 427,350.00 State Homeland Security Program Grant 3977002 North Central Texas Explosive Ordnance Disposal(EOD)Working Group 41,000.00 Urban Area Security Initiative Grant 4125902 Cybersecurity Project 311,050.00 Urban Area Security Initiative Grant 4128102 Enhancing Protection of Soft Targets Project 203,842.00 Urban Area Security Initiative Grant4128302 Enhance Intelligence and Information Sharing Project 373,153.00 Urban Area Security Initiative Grant 4128502 Addressing Emerging Threats Project 350,100.00 Urban Area Security Initiative Grant 4128702 Special Response Teams Project 225,056.10 State Homeland Security Program Grant 4244001 North Central Texas Regional Fusion Center Analyst Project 137,583.00 TOTAL r 3,559,766.00 SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to submit the fiscal year 2021 Homeland Security Grant Program application and, if awarded,accept an award for an amount up to$3,559,766.00 in fiscal year 2021 Homeland Security Grant Program Funds(Catalog of Federal Domestic Assistance No.97.067)from the United States Department of Homeland Security through the State of Texas,Office of the Governor,for specific Urban Area Security Initiative and State Homeland Security Program Grant projects; 2. Authorize the City Manager to execute all applicable grant contracts; 3. Adopt attached resolution for acceptance of grant funds in an amount up to$3,559,766.00 and to make assurances as required by the State of Texas,Office of the Governor,Homeland Security Grants Division;and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, up to the amount of$3,559,766.00. DISCUSSION: The United States Department of Homeland Security(DHS)through the State of Texas,Office of the Governor,awards grants to jurisdictions across the state to enhance local capabilities to prevent, respond to and recover from acts of terrorism and natural disasters.The Homeland Security Grant Program(HSGP)encourages jurisdictions to strengthen local and regional preparedness efforts and to seek benefits available through cooperative action. Funding awarded as part of the 2021 Urban Area Security Initiative(UASI)and State Homeland Security Program(SHSP)grants will be used by Fort Worth public safety and disaster support organizations to maintain and improve the community's capacity to prepare for, prevent, respond to, and recover from terrorism incidents and other natural disasters. Fort Worth has been offered the opportunity to participate in the HSGP program each year since 2005, receiving over$53,000,000.00 in grant funds to supplement local and regional preparedness efforts.The Office of Emergency Management coordinates with City departments in the development and implementation of grant funded projects in the areas of threat assessment,risk reduction,capability sustainment, plan development, public education and training. The projects are as follows: 1. Urban Area Security Initiative Grant 2981407-Joint Emergency Operations Center(JEOC)Sustainment Project in the amount of $435,720.00; 2. Urban Area Security Initiative Grant 2981807-Planning project in the amount of$902,911.90; 3. Urban Area Security Initiative Grant 2982007-Management and Administration project in the amount of$152,000.00; 4. Urban Area Security Initiative Grant 3419805-Interdiction and Disruption project in the amount of$427,350.00; 5. State Homeland Security Program Grant 3977002-North Central Texas Explosive Ordnance Disposal(EOD)Working Group in the amount of$41,000.00; 6. Urban Area Security Initiative Grant 4125902-Cybersecurity project in the amount of$311,050.00; 7. Urban Area Security Initiative Grant 4128102-Enhancing Protection of Soft Targets project in the amount of$203,842.00; 8. Urban Area Security Initiative Grant 4128302-Enhance Intelligence and Information Sharing project in the amount of$373,153.00; 9. Urban Area Security Initiative Grant 4128502-Addressing Emerging Threats project in the amount of$350,100.00; 10. Urban Area Security Initiative Grant 4128702-Special Response Teams project in the amount of$225,056.10;and 11. State Homeland Security Program Grant 4244001 -North Central Texas Regional Fusion Center Analyst project in the amount of $137,583.00. Indirect costs are allowable under this program as described in 2 C.F.R.200.414 and have been requested. The grant has no local match requirement. A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:State of Texas-Office of the Governor FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant,and adoption of the attached appropriation ordinance,funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund.The Fire Department(and Financial Management Services)will be responsible for the collection and deposit of funds due to the City.
