(Future CD 6) Consider Approval of Ordinance for the Proposed Annexation and Adopt Attached Service Plan for Approximately 3.805 Acres of
Land in Tarrant County, Located South of McPherson Boulevard and West of Chisholm Trail Parkway, in the Far Southwest Planning Sector, AX-
21-009
RECOMMENDATION:
It is recommended that the City Council:
1. Approve the attached Service Plan for approximately 3.805 acres of land in Tarrant County, located south of McPherson Boulevard and west
of Chisholm Trail Parkway, in the far southwest planning sector, AX-21-009; and
2. Adopt ordinance annexing AX-21-009 for full purposes.
DISCUSSION:
On May 5, 2021, representatives for Tarrant County Transportation Department notified the City of Fort Worth that the recently approved annexation
of AX-20-005 did not include the full right-of-way of the adjacent Old Granbury Road. Texas Local Government Code Section 43.106, stipulates
that a municipality that proposes to annex any portion of a county road or territory that abuts a county road must also annex the entire width of the
county road and the adjacent right-of-way on both sides. The adoption of the attached ordinance completes the County's request to annex the
remaining right-of-way of Old Granbury Road, as required by statute.
The subject property is situated entirely within the extraterritorial jurisdiction of the City of Fort Worth, which is in Tarrant County. It is located south
of McPherson Boulevard and west of Chisholm Trail Parkway. The land is currently developed as a road and right-of-way and will continue in its
current use.
The fiscal impact analysis shows that the property will have a very slightly negative impact to the General Fund. However, this portion of Old
Granbury Road is also part of an enclave and the annexation policy does not require enclaves to produce a positive fiscal impact due to the
efficiencies gained in service delivery. The City is able to provide municipal services upon annexation in accordance with State law without
negatively impacting service provision within the City.
Upon approval of the annexation request, the property will become part of COUNCIL DISTRICT 6.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that the impact of this annexation will be built into the City's long-term financial forecast of the General Fund.
