Amount Not to Exceed $1,000,000.00 Each for Staff Extension Services in Managing Transportation and Public Works Arterials and Mobility
Infrastructure Capital Projects
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of professional services agreement with Brown and Gay Engineers, Inc. in the amount not to exceed $1,000,000.00
each for staff extension services in managing Transportation and Public Works arterial and mobility infrastructure capital projects; and
2. Authorize the execution of professional services agreement with Freese and Nichols, Inc. in the amount not to exceed $1,000,000.00 each
for staff extension services in managing Transportation and Public Works arterial and mobility infrastructure capital projects.
DISCUSSION:
The professional services agreements recommended by this Mayor and Council Communication will provide up to two full-time equivalent (FTE)
project managers per contract for Transportation and Public Works (TPW) arterials and mobility infrastructure capital projects. Capital Delivery
staff recommends the use of consultant project managers for the next 12-18 months to assist with the current and expected workload from the
upcoming 2022 Bond Program and federally funded projects. These staff augmentation services will provide needed resources for the execution
of projects while the City navigates challenges in recruiting and retaining critical positions in the current competitive environment.
In April 2020, the TPW Department, Capital Delivery Division, published a Request for Qualifications (RFQ) for various technical services
associated with engineering services including capital project management support contracts. Four firms were prequalified to provide project
management support services. City staff contacted all four pre -qualified firms to request proposals and only Brown and Gay Engineers, Inc and
Freese & Nichols, Inc. responded with availability to provide these staff augmentation services for the next 12 —18 months. Both firms have
agreed to offer these services in an amount not to exceed $1,000,000.00 per firm.
This contract is expected to provide project management services for approximately 25 projects, including major arterials, intersections, traffic
signals, street lights, sidewalks, railroad safety and federally funded projects. It will remain in effect until funds are expended or the work is
completed. The contract will allow for renewals, contingent upon City Council approval.
M/WBE Office - A waiver of the goal for Business Equity subcontracting requirements was requested by the Department and approved by the
DVIN, in accordance with the applicable Ordinance, because the purchase of goods or services is a source(s) where subcontracting or supplier
opportunities are negligible.
The project is located in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation, funds are available in the current capital budgets, as
appropriated, of the various capital improvement program funds, and that prior to an expenditure being made, the Transportation and Public
Works Department has the responsibility to validate the availability of funds.
