AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE
AMOUNT OF $105,958.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE
OF WATER AND SANITARY SEWER REPLACEMENT CONTRACT 2011,
WSM -E ON BELFORD AVENUE, STRATFORD DRIVE, STRATFORD
COURT, STALCUP ROAD, WEILER BOULEVARD, KING COURT AND
AVALON COURT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011-
2012 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of $105,958.00, from available
funds, for the purpose of Water and Sanitary Sewer Replacement Contract 2011, WSM -E on
Belford Avenue, Stratford Drive, Stratford Court, Stalcup Road, Weiler Boulevard, King Court and
Avalon Court.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 19911-09-2011 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance
said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Agreement with Michael Baker Jr., Inc., in the Amount of
$108,590.00 for Water and Sanitary Sewer Replacement Contract 2011, WSM -E on Belford Avenue,
Stratford Drive, Stratford Court, Stalcup Road, Weiler Boulevard, King Court and Avalon Court and Adopt
Appropriation Ordinances (COUNCIL DISTRICTS 5 and 8)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $139,590.00 from the Water and Sewer Fund with $105,958.00 to the Water
Capital Projects Fund, and $33,632.00 to the Sewer Capital Projects Fund;
2. Adopt the attached appropriation ordinances increasing estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $105,958.00 and in the Sewer Capital Projects Fund in the
amount of $33,632.00; and
3. Authorize the execution of a contract with Michael Baker Jr., Inc., in the amount of $108,590.00 for
Water and Sanitary Sewer Replacement Contract 2011, WSM -E.
DISCUSSION:
This project consists of the preparation of plans and specifications for the replacement of the deteriorated
water and sanitary sewer mains as indicated on the following streets:

Michael Baker Jr., Inc., proposes to perform the design work for a lump sum fee of $108,590.00. Staff
considers this fee to be fair and reasonable for the scope of services proposed.
M/WBE — Michael Baker Jr., Inc., is in compliance with City's M/WBE ordinance by committing to 34

percent M/WBE participation. The City's goal on this project is 18 percent.
In addition to the contract amount, $31,000.00 (water: $18,000.00 and sewer: $13,000.00) is required for
project management, real property acquisition and utility coordination.
The project is located in COUNCIL DISTRICTS 5 and 8.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the current capital
budget, as appropriated, of the Water Capital Projects Fund and the Sewer Capital Projects Fund.
