HomeMy WebLinkAboutOrdinance 16929-05-2006Ordinance No. 16929-052006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $25,000, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION (TxDOT), FOR THE PURPOSE OF FUNDING THE CLICK IT OR TICKET (CIOT) SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES iN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE iT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $25,000, subject to receipt of the grant from the Texas Department of Transportation (TxDOT), for the purpose of funding the Click It or Ticket {CIOT) Selective Traffic Enforcement Program (STEP). SECTION 2. That should any portion, section or part of a section of this ordinance Iae declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SI=CTION 3. That this ordinance shall be cumulative of Ordinance Na. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to apply for and accept a contract with the Texas Department of Transportation (TxDOT) to nperafie the Click It or Ticket (CLOT} Selective Traffic Enforcement Program (STEP} from May 1, 204fi to June 30, 2406; and 2. Adopt the attached appropriation ordinance increasing estima#ed receipts and appropriations in the Grants Fund by $25,000 upon receipt of the grant. DISCUSSION: Texas leads the nation in traffic fatalities. According to the National Safety Council, people who wear safety belts have a 45% better chance of surviving a serious traffic crash and a 50% better chance of surviving without injuries. Since passage of the safety belt and child safety seat laws, the most effective method in improving safety belt usage rates in Texas has been increased enforcement at the state and local level. This project is designed to increase sa#ety belt usage during the 2046 Memorial Day holiday. Enforcement will be supported by public information and education efforts. This grant will pay for officer overtime and associated retirement benefits during the Memorial Day enforcement blitzes and media campaign. There is no requirement for matching funds. FISCAL INFORMATIONfCERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, adoption of the appropriation ordinance and receipt of the grant, funds will be available in the current operating budget, as appropriated of the Grant Fund.
