HomeMy WebLinkAbout(0002) IR 21-10648 - Adressing ADA Concerns for New City HallINFORMAL REPORT TO CITY COUNCIL MEMBERS No. 21-10648 To the Mayor and Members of the City Council September 14, 2021 Page 1 of 2 SUBJECT: ADDRESSING ADA AND ACCESSIBILITY NEEDS AT FUTURE CITY HALL The City Council recently asked about ADA and accessibility requirements for the future City Hall. Based on the current scope of work, there are three areas of ADA and accessibility requirements to be considered: Area 1: Transportation and Accessibility to Future City Hall Site Area 2: Accessibility, Mobility, and ADA Accommodations within Future City Hall Grounds Area 3: ADA and Accessibility within Future City Hall Building and Council Chambers The current plan to address each of these areas is listed below. Area 1: Transportation and Accessibility to Future City Hall Site Transportation and Public Works (TPW) has proactively started to address multimodal transportation infrastructure issues around the future City Hall. The City Council approved M&C 21-0607 on August 24 authorizing TPW to prepare a multimodal transportation infrastructure improvement plan. The plan will address ADA accessibility, access to transit, and vehicular, pedestrian and bicycle circulation and safety. The study area includes the future City Hall and vicinity, including connectivity to Sundance Square, West 7t" Street, and the Trinity River trails. The plan will be used as a roadmap for future infrastructure improvements. Study area roadway segments are: 1. Forest Park Boulevard — West 10th Street to North Lexington Street 2. West 5th Street — Forest Park Boulevard to Henderson Street 3. Summit Avenue — West 7th Street to North Lexington Street 4. West 7th Street — End of West 7th Bridge/Fournier Street to Henderson Street The study is scheduled to begin in September 2021 and is anticipated to be completed in March 2022. Various agencies, community organizations, and stakeholder groups will be engaged, including the Mayor's Committee on Persons with Disabilities. Area 2: Accessibility, Mobility, and ADA Accommodations within Future City Hall Grounds Property Management Department (PMD) and Transportation and Public Works (TPW) have conducted a preliminary review of the site and identified several areas where additional development will be needed: 1. Sidewalks and sidewalk continuation 2. Grade and ADA ramp evaluations and improvements 3. As part of this effort, PMD and TPW teams have engaged the Mayor's Committee on Persons with Disabilities to begin a cadence of feedback and input into planning and design. Area 3: ADA and Accessibility within Future City Hall Building and Council Chambers Property Management Department (PMD) and the Program and Change Manager contracted to lead the Future City Hall Program (Athenian Group) are in the process of preliminary programming and space planning for the interior of the Future City Hall. As part of this effort, these teams will be recommending an architectural team via public solicitation process to support overall design and detailed construction requirements. As part of the programming and scope of the architectural team, detailed evaluation of ADA, accessibility, and mobility components within the building and Council chambers will be evaluated. The team has also engaged the Mayor's Committee on Persons with Disabilities to begin a cadence of feedback and input into planning and design of this area. The Athenian Group briefed the Committee on September 9. Collectively, the teams expect equity of access in and around the building to be thoroughly addressed through these avenues.
