AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN T14E CULTURE AND TOURISM FUND IN THE AMOUNT
OF $46,000.00, DECREASING THE ASSIGNED CULTURE AND TOURISM FUND
BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF FUNDING AN
INFRASTRUCTURE ASSESSMENT FOR THE COWTOWN COLISEUM;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREwiTH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Culture and Tour-ism Fund in the amount of $46,000.00, decreasing the assigned Culture and Tourism Fund
Balance by the same amount, for the purpose of funding an infrastructure assessment of the Cowtown
Coliseum.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in fill force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 204 1 1 -09 -20 1 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION:
/<isrecommended that the City Council adopt the attached supplemental appropriation ordinance
increasing appropriations in the Culture and Tourism Fund in the amount of $46,000.00 and decreasing
the assigned Culture and Tourism fund balance by the same amount to fund an infrastructure assessment
of the [}0VV1mwn Coliseum.
DISCUSSION:
The COVvtovvn Coliseum (CO|iS8uno). which is over 10O years old, is a City facility located in the historic
Stockyards that is operated, maintained, and managed through a license Agreement with Rodeo Plaza,
Inc. (F(P|) (City Secretary Contract No. 27542, as amended by City Secretary Contract Nos. 35O48.
5O118,36118-A1.36118-A2. and 30118-/\3). Due tO the age of the Coliseum and tO protect the City's
asset, 8D assessment i8 needed tO review and analyze the existing conditions of the Coliseum. The City
currently has a multi-year Architectural Design Agreement with Elements of Architecture, Inc., (Elements)
to perform architectural investigations, programming, design, and construction administration services for
improvements <o the City's facilities and buildings (yW&CC-25235; City Secretary Contract No. 42490).
The City employed Elements' Agreement to solicit prnpnS8| from B8n)eOks to review and analyze the
existing COOdd|OnS of the CuUSGUnl. BeOO8OhS submitted 8 proposal that iDdUd8S the fo||OvunQ scope Of
services: 8 review of accessibility, general CODdiUOD of the building (exterior and interior), life safety
concerns 8Swell as general struC\U[a|, p|unobing, electrical and heating and air conditioning duCNv0[k, air
handling units, and controls. The final report will include a prioritized list of recommendations, proposed
corrective actions and opinion of probable construction costs. Additional design services are not included.
The total cost tO carry out the scope of services provided in the proposal is in the amount Of$40.00O.0O,
which includes 8base amount Of$38.842.00. plus reimbursable expenses for 8lift estimated inthe
amount of$2,9OO.8Oand a contingency iD the amount Of $4`258.00.
Separately, due to recent mechanical failures of the CO|is8UDl'S chilled and heating water plant, the {]h/
has issued 8 S8panSba Agreement with Summit Consultants, Inc., the City's 8OnU8| mechanical
engineering firno, to review the existing mechanical and electrical conditions of the chilled and heating
water plant at the Coliseum. This Agreement isinthe amount of$12,O00.00 and includes aDassessment
of the plant conditions, alternatives, recommendations, design documents, and opinion of probable cost.
The project is physically |OCatexj in COUNCIL DISTRICT 9, but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.

CERTIFICATION: FISCAL INFORMATION /
The Financial Management Services Director certifies that upon approval of the above recommendation
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
Op9[@UOQ budget, as appropriated, of the Culture and Tourism Fund. Upon appnOv@|, the assigned balance
[f the Culture and Tourism Fund will exceed the minimum reserve as outlined in the Financial
WY8naQenn8nt FzO|iCy Statements.
