HomeMy WebLinkAbout(0003) IR 21-10649 - American Rescue Plan Act of 2021 Project Funding Process (3)INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 21-10649 To the Mayor and Members of the City Council September 14, 2021 Page 1 of 1 i 4 SUBJECT: AMERICAN RESCUE PLAN ACT OF 2021 PROJECT FUNDING VA ye;3 PROCESS In March 2021, the President signed the American Rescue Plan Act (ARPA), providing aid and relief to various sectors of the United States (U.S.) economy. The City of Fort Worth's allocation from these funds totals $173,745,090.00, of which a first tranche (50%), in the amount of $86,872,545.00 was received on May 19, 2021. Subsequently, Mayor and Council Communication (M&C) 21-0445 was adopted on June 22, 2021, establishing a framework for the use of ARPA funding as reflected below: • Projects Delayed/Postponed because of Pandemic: o Commerce St. Realignment o Public Events Department Projects at Convention Center and Will Rogers • Will Rogers Interpretive Mural Plaques • Majority Minority Area (MMA) Infrastructure projects o Neighborhood Streets o Streetlights o Sidewalks o Park Development • Pandemic Recovery o EOC o Vaccination Operations • Minority Business Enterprise (MBE) capacity building • Tourism Industry Recovery o Convention Center Expansion Project Restart o Grant to Visit Fort Worth for revenue shortfall o Sports Tourism Soccer Complex Project Phase I • Evans -Rosedale Project w/Affordable Housing component • Stormwater projects • Water/Wastewater Infrastructure Projects • Cybersecurity/Technology/Broadband projects • Permanent Supportive Housing project • Matching Funds for eligible joint projects with other agencies City staff has been working to develop individual projects that qualify under the approved framework for City Council consideration. The process staff will utilize involves providing the City Council with an Informal Report or Presentation on specific projects/programs at a council work session to allow for council direction and discussion before following up with a subsequent M&C for council action on the funding of a project. An example of a project in this process, that has already been brought forward to the City Council, is the Will Rogers Coliseum interpretive mural plaques project. Two IRs were previously reviewed by the City Council and a M&C will be included on an upcoming Council Agenda for consideration to move forward with the project using ARPA funds.
