Gonzales, Acting City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 3:03 p.m. on Tuesday, September 14, 2021, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. She also provided information on various events being held in the City to celebrate Hispanic Heritage. c. Organizational Updates and Employee Recognition(s) City Manager Cooke called on Mr. D.J. Harrell, Development Services Director, who introduced his new Assistant Director of Zoning and Design, Mr. Daniel Leal. City Manager Cooke called on Mr. William Johnson, TPW Director, who introduced his new Assistant Director for Regional Transportation and Innovation, Mr. Kelly Porter. d. Update Related to COVID-19 Response and Recovery a. COVID-19 Updates and Data- Brandon Bennett, Code Compliance 5. Overview of Significant Zoning Cases - Sevanne Steiner, Development Services SP-21-020: Will be continued for 30 days. ZC-21-087: Applicant has requested zoning case be withdrawn. ZC-21-105: Will be denied with prejudice. ZC-21-107: Recommended for approval by the Zoning Commission; however, there was significant opposition at the neighborhood meeting. Council Member Firestone will continue to October 12, 2021. ZC-21-108: Mayor Pro tem Bivens will support staff s recommendation to deny. ZC-21-113: Applicant asked for 30-day continuance. ZC-21-116: Zoning Commission recommended denial without prejudice. Council Member Williams advised that the zoning case will be continued. ZC-21-134: Recommended for approval as amended by the Zoning Commission to exclude certain uses. Council Member Firestone will move forward. Briefing on Arts-Related Activities: Public Art, Grants Program, and Management of Community Arts Center a. Contract with Arts Council of Fort Worth—Mark McAvoy, Planning and Data Analytics b. Proposed Fiscal Year 2022 Public Art Work Plan—Estrus Tucker, Fort Worth Art Commission; Martha Peters, Arts Council of Fort Worth 9. Presentation on Neighborhood Traffic Calming—Tanya Brooks, Transportation & Public Works This item was moved to the September 21, 2021, Work Session meeting. 10. City Council Requests for Future Agenda Items and/or Reports Council Member Beck: Response times and response actions to significant water breaks. Presentation regarding process; tracking dropped calls to emergency numbers; what is being done to improve process; what follow up is done; what resources are available to citizens to mitigate issue. Council Members Williams and Beck: Update on the process of making District Directors full-time employees; what are potential holdups and how will those be overcome. Council Members controlling the budget including staffing Council Members Flores and Beck: Potential sources of funding that can be used to fund 50 additional Fire Fighter positions in the FY2022 budget. - Explanation of how pension contributions are being paid by Fire Department resulting from over-time. Council Member Nettles: Individual who called 911 was on hold for 20 minutes; what is the process of responding.
