MEMORANDUM OF AGREEMENT
Emergency Relief Funding for COVID-19 Response
United Way of Tarrant County(UWTC) and City of Fort Worth Community Action Partners (Grantee) enter
into this Memorandum of Agreement for the period beginning March 1, 2020 through May 1, 2021.
The following provisions must be reviewed and agreed to by the Grantee Chief Executive Officer in order to
maintain the relationship with UWTC.
1. Legal Requirements:
A. Comply with all requirements of any applicable federal, state and local laws, ordinances and
regulations in connection with its performance of services and obligations under this agreement.
2. UWTC agrees to:
A. Pay Grantee $10,000 to be used for efforts detailed in the grant application.
3. Grantee agrees to:
A. Operate the program(s) and maintain financial record keeping in accordance with sound
business practice for the specified term, which includes using the funds for the purpose outlined
in the application with resources targeted to families in Tarrant County.
B. Submit reports upon expenditure of funds.
C. Must clearly identify itself to community,clients and stakeholders as a recipient of UWTC funding.

UNDERSTAND THE REQUIREMENTS AND AGREE TO ABIDE BY THEM AND THAT FAILURE TO DO SO MAY
RESULT IN LOSS OF FUNDING.

For nearly a century, United Way of Tarrant County (UWTC) has worked to improve the lives of families
across the county. Our vision is thriving communities, welcoming neighborhoods and a strong economy
across Tarrant County.
Our community, like our country and world, is experiencing an unprecedented emergency as a result of the
COVID-19 pandemic. In an effort to support the most urgent needs resulting from national, state and local
declarations of disaster, UWTC is acting to quickly mobilize critical financial resources into the community.
Your organization is invited to submit an application for funding to support Emergency Relief efforts.
Purpose
To ensure rapid allocation of funds raised by UWTC to respond to activities in the initial stages of a sudden
onset crisis or to respond to time-critical requirements or a significant deterioration in an existing emergency.

Grantee Requirements
If funding is provided, grantee will be required to:
• expend all funding within six months of receiving the funds
• complete and submit a monthly expense budget and beneficiary reporting template
• immediately notify UWTC if any significant changes impact the organization's ability to carry out the
services outlined in the application.

The Community Action Partners program will provide financial assistance to Tarrant County residents in the
form of rental/mortgage, including arrears for up to two months. Applicants will be assessed for extent of
need by a Case Manager to determine how much assistance is needed to ensure the household will remain
stable. Services will include assistance with security deposits and administrative fees. Staff will also work to
have fees waived.

HEARING:
SUBJECT: (ALL) Ratify the Application for and Authorize Acceptance of a Grant from United Way of
Tarrant County in the Total Amount of$10,000.00 to Provide Mortgage/Rental Assistance
for Families Affected by COVID-19 through Partnership with Community Action Partners
and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize acceptance of a grant from United Way of Tarrant
County in the total amount of $10,000.00 to provide mortgage/rental assistance for families
affected by COVID-19; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations
in the Grants Operating Other Fund, subject to receipt of the grant, in the amount of
$10,000.00, for the purpose of funding mortgage and rental assistance.
DISCUSSION:
In May 2020, the Neighborhood Services Department applied for and was awarded emergency relief
funds from United Way of Tarrant County in the amount of$10,000.00. The funds were to provide
financial assistance to Tarrant County residents affected by COVID-19 in the form of mortgage/rental
payments, including arrears for up to two months, security deposits and administrative fees.
The purpose of this Mayor and Council Communication (M&C) is to appropriate the $10,000.00
to existing expenses, for which an M&C was not completed when the funds were approved. To make
sure the funds could be used, staff requested that United Way of Tarrant County extend the expense
timeline for one year. United Way approved an extension to May 1, 2021.
This project serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations funds will be
available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The
Neighborhood Services Department (and Financial Management Services) will be responsible for the
collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Neighborhood Services Department has the responsibility to validate the availability of funds. This is
an advance grant.
