AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $1.769,412.00, UPON RECEIPT OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FROM THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR THE PURPOSE OF
FUNDING PUBLIC FACILITIES SIDEWALKS AND ADA RAMP ACTIVITIES. PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES: REPEALING ALL ORDINANCES IN CONFLICT HEREWITH: AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS'
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009. there
shall also he increased estimated receipts and appropriations in the Grants Fund in the amount of
81,769,412.00. upon receipt of the Community Development Block Grant funds from the United States
Department of Housing and Urban Development. for the purpose of funding public facilities sidewalks and
ADA ramp activities.
SECTION 2
That should any portion. section or part of a section of this ordinance be declared invalid. inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions. sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Approve Plan for Use of Community Development Block Grant R Funds of $1.769,412.00, Authorize
Related Grant Agreement with the United States Department of Housing and Urban Development for Use
of Grant Funds. Approve Substantial Amendment to City's Consolidated Plan and 2008-2009 Action Plan
and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing to allow citizen input and consideration regarding the Proposed Plan for Use
of Community Development Block Grant R funds from the United States Department of Housing and
Urban Development;
2. Approve a Substantial Amendment to the City's Consolidated Plan and 2008-2009 Action Plan for use
of Community Development Block Grant R funds from the United Slates Department of Housing and
Urban Development;
3. Authorize the City Manager or his designee to execute a Grant Agreement with the United States
Department of Housing and Urban Development for the Community Development Block Grant R funds,
along with the execution of any associated certifications and related documents as may be required by the
United States Department of Housing and Urban Development in order to receive and administer the
Community Development Block Grant R funds; and
4. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Grants Fund in the total amount of $1,769.412.00 in Community Development Block Grant R funds.

administration which represents the 10 percent allowed for this use under the CDBG-R regulations. Staff

handicapped residents. The proposed locations are shown on the attached exhibit.
