SUBJECT: PROPOSED COUNCIL-INITIATED ZONING CHANGES FOR
CERTAIN PROPERTIES LOCATED IN THE EVANS & ROSEDALE
URBAN VILLAGE
The October 19, 2021,City Council agenda will contain a resolution to initiatethe rezoning process for
propertiesin the Evans and Rosedale Urban Village, as requested by Councilmember Chris Nettles.The
purpose of the proposed zoning change from PD/ENeighborhood Commercial, PD/MU-1Low Intensity
Mixed Use, PD/MU-1/HCLow Intensity Mixed-Use/Historic and Culturalto NS-T4R Near Southside
General Urban Restricted and NS-T4R-HC Near Southside General Urban Restricted/Historic and Cultural
is to rezone property in order to be consistent with the Comprehensive Planand development plans
presented to the community through a public-private partnership.The propertiesfor the proposed rezoning
are depicted inExhibit A.
The Evans and Rosedale Urban Village, located in the Near Southeast Neighborhood,was an economic
and social center forFort Worth’s African-American community in the early to mid-twentieth century. Its
architectural landmarks are symbolic reminders of the community’s vitality before disinvestment.The
subject properties owned by the Fort Worth Housing Finance Corporation (FWHFC) werepurchased in
2004to facilitate redevelopment.In 2018, the City of Fort Worth issued a Request for Expressions of
Interest (RFEI)for properties owned by the City, FWHFC, and the Fort Worth Local Development
Corporation (LDC). Hogue Global, LLCwas chosen as the master developer following a competitive
process
Hogue Global, LLC has worked closely with the neighborhoodand City staff to createaprivate-public
partnership supportingthe neighborhoodwith new apartments, live-work units, and townhomes, as well as
mixed-use commercial development. The conceptual plansand land usemeet theintent of the City’s
Comprehensive Planandthe Evans and Rosedale Urban Village Master Site Plan & Design Standards
andGuidelines.
The City and the developer held a meeting on September 16, 2021,at ShambleLibrary with the Historic
Southside Neighborhood Associationtopresent development concepts and officially kick-off the project.
The FWHFC and LDC met on September 21 to consider the sale of properties to the developerand
finalizeterms of proposed private-public partnership, which was approved by both entities.
The anticipated schedule for the proposed rezoning is as follows:
Urban Design Commission Public Hearing –October 21
Zoning Commission Public Hearing –November 10
City Council Public Hearing –December 14
