SUBJECT: PROPOSED TEXT AMENDMENT TO THE ZONING ORDINANCE
TO REVISE THE NEAR SOUTHSIDE DESIGN STANDARDS
Staff is proposingZoningOrdinance text amendmentsfor theNear Southside Design Standards
and Guidelines, as requested by Near Southside, Inc. The purpose of the amendmentsis toadd
flexibility to the current code, maintainhigh standards of design, andto update exhibits and
references.Changes are beingrecommended to the design standards in the Streets and Public
Spaces, Building Location and Orientation, Building Height, and Architectural Standards sections
of the code. Specifically, the amendments are as follows:
1)Limit the height of shrubs in the street tree/furniture zone to 36inchesto allow clear
visibility from the street.
2)Adjust rear setback requirementfrom 3 feetto 0 feet, mirroring current front and side
setback requirements.
3)Adjust the rules for building height topermit structures that project no greater than 10 feet
above roof height and do not occupy more than 25% of the roof area. This is to support
greater flexibility in rooftop uses, such as terraces and patios.
4)Adjust rulesand visual guidancefor commercial ground floor transparency toimprove
visibility to the inside of the building. Visibility to the inside of the building means that the
area inside the building within 8feetfrom the surface of the window glass at pedestrian
eye level is at least 75 percent open to perpendicular view.
5)Adjust mobile food court review such that up to two (2) mobile food truck vendors may
locate on a parcel without being subject to the mobile vending food court ordinance.
Theanticipated schedule for the text amendmentis as follows:
Urban Design CommissionPublic Hearing –October 21
Zoning Commission Public Hearing–November 10
City Council Public Hearing–December 14
