Ordinance No. 1594D-D5-2005 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $644,297 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING GRANT PROJECTS IN THE POLICE DEPARTMENT; PROVIDING FOR A SEVERABIL[TY Ci_AUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES 1N CONI=LICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE [T ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2D06 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $fi44,297 from available funds far the purpose of funding grant projects in the Police Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Justice Division Grant Funds; Authorize Provision of Matching Funds and Assurances Required by the Criminal Justice Division; and Adapt Appropriation Ordinance RECOMMENDATI©N: it is recommended that the City Councii: 1. Authorize the City Manager to appiy far and accept, if awarded, six 2007 grants from the Office of the Governor, Criminal Justice Division (CJD). These grants include Computer Crime 1=raud Expansion, Cold Case Investigation, Vioient Crimes Training, Internet Predator Unit, Domestic Assault Response Team, and Enhanced Domestic Assault Response Team; 2. Authorize the City Manager to agree to provide ail required matching funds; 3. Authorize the City Manager to designate the Assistant City Manager who manages the Police Department as the authorized official to accept, reject ar alter the CJD grants after they are awarded; 4. Provide assurance that funds will be returned to the Criminal Justice Division in full in the event of ions or misuse of CJD grant funds; 5. Authorize the City Manager to transfer $203,020 from the Federal Awarded Assets Fund to the Grants Fund for the City's match; and 6. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $54,297 upon receipt of the grants. DISCUSSION: Each year, the Criminal Justice Division of the Governor's Office funds grant projects throughout the stale. The Police Department has developed six grant applications far 2007 Grant Cycle. Each project is described below: Com uter Grime Fraud Ex ansion- 89 255 This project will continue to address computer related fraud crimes as well as credit card fraud, identity theft and internet based scams. If the grant is awarded, funds will be used for salary and benefits for one detective, computer software, and vehicle rental and insurance. This is a continuation application for a sixth year of funding. Cold Case Investi atian- 95 217 This project will allow one de#ective to work full time on investigation of unsolved homicides. If the grant is Lo~name: 352007CJDGRANTS Page 1 of 3 awarded, funds will pay for the detective's salary and benefits, vehicle rental and insurance. This is a continuation application for a third year of funding. Violent Crimes Trainin Pro'ect- 42 000 The Violenfi Crimes Training project is designed to provide additional training to officers, detectives and supervisors assigned to the Criminal Investigations Division. These personnel are responsible far fallaw- up investigations involving homicides, deceased persons, sexual assaults, robberies and crimes against children as well as collection of evidence and crime scene processing. The proposed budget for this project includes funds for personnel to attend conferences and seminars in-state as welt as out-af- state. This is a new grant application. Internet Predator Unit- 139 656 Personnel assigned to the Internet Predator Unit will be responsible for enforcement related to internet crimes that specifically target children under 17 years of age. Two grant-funded affrcers will pose as underage children, typically 12-15 year olds and wil! wait to be contacted by an adult seeking a sexual encounter with an underage child. The officer will then engage in "chat" with the offender. If asked to meet the offender, the officer will specify a location for a meeting and an undercover sting will occur. The proposed budget includes salary and benefits for two officers as well as computer equipment and software. This is a new grant application. Domestic Assault Response Team (DART} $110,537 The DART grant budget includes two Victim Assistance Specialists. These personnel will be focused an two activities, (1) providing follow-up services to victims of domestic violence and (2) providing prevention education and outreach. The grant budget includes personnel, training, supplies, and outreach materials. This is a continuation application for a ninth year of funding. Enhanced Domestic Assault Response Team (Enhanced DART, 167,632 The Enhanced DART projecfi provides funding fior two detectives who are dedicated to investigation of family violence offenses. The detectives work in conjunction with staff & volunteers under the DART project. This is a continuation application for a ninth year of funding.
