AN ORDINANCE INCREASING ESTIMATI=D RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $78,222, SUBJECT TO RECEIPT OF THE
GRANT FROM CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR
OF TEXAS, FOR THE PURPOSE OF FUNDING THE OPERATION OF THE DIAMOND
HILL COALITION AFTER-SCHOOL PROGRAM; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HERI=WITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $78,222, subject to receipt of the grant from the Criminal Justice Division of
the Office of the Governor of Texas, for the purpose of funding the operation of the Diamond Hill Coalition
After-School Program.
SI=CTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said confilicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Official; and Authorize Execution of Contracts with the YMCA of Metropolitan Fort Worth and Camp
Fire USA First Texas Council

[t is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Criminal Justice
Division of the Office of the Governor of Texas in the amount afi $78,222 to operate the Diamond Hil!
Coalition After-School Program from September 1, 2806 to August 31, 2007;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $78,222 from available funds, subject to receipt of the grant;
3. Authorize the City Manager to designate an Assistant City Manager as the authorized official for the
Diamond Hill Coalition After-School Program to accept, reject, ar alter the grant, if awarded; and
4. Authorize the City Manager, contingent upon receipt of the grant award, to execute contracts with the
YMCA of Metropolitan Fort Worth in an amount not to exceed $52,025; and Camp Fire USA First Texas
Council in an amount not to exceed $26,197 to conduct the Diamond Hill Coalition After-School Program.
DISCUSSION:
On March 23, 2004, (M&C G-14308) the City Council authorized the application and acceptance of a grant
in the amount of $'130,370 from the Criminal Justice Division ofi the Office of the Governor of Texas. The
Parks and Community Sen+ices Department submitted the proposal for the Diamond Hill Coalition After-
Schoai Program in collaboration with the YMCA of Metropolitan Fort Worth and Camp Fire USA First Texas
Council That grant began the new program year ofi the Safe and Drug-Free Schools and Communities Act
Fund continuation program that ended August 31, 2005. This grant application represents year three of the
three-year continuation program. Year three will run September 1, 2006 through August 31, 2007.
The Diamond Hiil Coalition After-School Program has provided supervised after-school educational, cultural
and recreational activities for middle and high school age youth. It is also designed to promote school
attendance, discipline and learning. A major function of the program is to provide participants with the skills
needed to improve their academic competency in reading, writing and mathematics. With this continuation
grant, the program will serve youth ages ten through seventeen.
The Office ofi the Governor, Criminal Justice Division, amended the Texas Administrative Code, Section

3.2021, effective October 13, 2003, requiring that a designation ofi title of an authorized official who is given
the power to apply for, accept, reject, alter, ar terminate a grant, be stipulated. The person designated is
the Assistant City Manager who oversees the Parks and Community Services Department.
Matching funds are not required. The Criminal Justice Division requires that in the event of loss or misuse
of grant funds, the City Council ensure that funds will be returned in full.
The Diamond Hill Coalition After-Schaal Program is located in COUNCIL D15TRICT 2.
FISCAL INFORMATIONICERTIFIGATION:
The 1=finance Director certifies that upon approval of the above recommendations, adoption of the attached
appropriation ordinance and the receipt of the grant, funds will be available in the current operating budget,
as appropriated, of the Grants Fund.
