AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE TRANSPORTATION IMPACT FUND IN THE
AMOUNT OF $120,000.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE
OF THE DESIGN OF RAY WHITE ROAD FROM KROGER DRIVE TO
WYNDROOK STREET; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-
2013 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Transportation Impact Fund in the amount of $120,000.00, from available
funds, for the purpose of the design of Ray White Road from Kroger Drive to Wyndrook Street.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20411-09-2012 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance
said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Services Agreement with Jacobs Engineering Group, Inc., in the
Amount Not to Exceed $363,718.00 for the Design of Ray White Road from Kroger Drive to Wyndrook
Street, Authorize Additional Expenditure for Contingencies and Project Management for a Project Total in
the Amount of$415,718.00 Utilizing Transportation Impact Fee Revenues and Funds from the 2008 Bond
Program, and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Transportation Impact Fund in the amount of$120,000.00 from available funds; and
2. Authorize the execution of an Engineering Services Agreement with Jacobs Engineering Group, Inc., in
the amount not to exceed $363,718.00 for the design of Ray White Road from Kroger Drive to Wyndrook
Street,
DISCUSSION:
This Agreement is for design services to be provided by Jacobs Engineering Group, Inc., for expanding
Ray White Road to a four-lane divided arterial from Kroger Drive to Wyndrook Street. The arterial will be
designed and constructed as a concrete, four-lane divided major arterial. This project is needed to
accommodate additional traffic demands in North Fort Worth resulting from continued growth and
development.
Jacobs Engineering Group, Inc., will design this street expansion project for a fee not to exceed
$363,718.00. Staff considers this fee to be fair and reasonable for the defined scope of work and project
conditions. In addition, $52,000.00 will be required for contingencies and project management for a
project total in the amount of$415,718.00. Funding is provided through the 2008 Capital Improvement
Program in the amount of$295,718.00 and Transportation Impact Fee revenues from Service Area D in
the amount of$120,000.00.
Jacobs Engineering Group, Inc., is in compliance with the City's Business Diversity Ordinance by
committing to 23 percent SBE participation on this project. The City's SBE goal on this project is 19
percent.
This project is located in COUNCIL DISTRICT 2, Mapsco 22U and 22Y.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that, upon approval of the above recommendations

and adoption of the attached appropriation ordinance, funds will be available in the current capital
budgets, as appropriated, of the Transportation Impact Fund and Street Improvements 2008 Fund.
