HomeMy WebLinkAboutOrdinance 25171-11-2021ORDINANCE NO. 25171-11-2021 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL CAPITAL PROJECTS FUND IN THE AMOUNT OF S129,472.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE TARRANT COUNTY 911 FISCAL YEAR 2022 PROJECT (CITY PROJECT NO. 103701; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Capital Projects Fund in the amount up to $129,472.00, from available funds, for the purpose of funding the Tarrant County 911 Fiscal Year 2022 project (City Project No. 103701). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of the Fire Departments share of the Tarrant County 9-1-1 Districts 2022 Public Safety Answering Points Assistance Program in the amount of $129,472.00 to reimburse the Fire Departments expenditures for Tarrant County 9- 1-1 Fiscal Year 2022 (City Project No. 103701); 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects Fund in the amount of $129,472.00, from available funds, for the purpose of funding the Tarrant County 911 Fiscal Year 2022 project (City Project No. 103701); and 3. Amend the Fiscal Years 2022-2026 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the application for and acceptance of the Fire Departments share of the Tarrant County 9-1-1 (TC911) Districts 2022 Public Safety Answering Points Assistance Program in the amount of $129,472.00 to reimburse the Fire Departments expenditures for TC911 Fiscal Year 2022. TC911 District's Public Safety Answering Points (PSAP) Assistance Program was initiated to help ensure emergency response communication units throughout the county are provided up-to-date equipment, operating tools and training. To receive reimbursement, a PSAP must expend a specified amount of funds in direct support of their emergency response communication units. Eligible expenses include 9-1-1 related equipment, fumiture, hardware, training, and other items with direct linkages to emergency response communication efforts. The City of Fort Worth's Fire Department has been receiving annual awards since 2010. For the 2022 PSAP Assistance Program, the Fire Department anticipates using its reimbursement as follows: Description Amount Custom Training Console $ 33,597.00 New Dispatcher Chairs I $ 22,500.001 Travel and Training $ 26,000.001 ASAP to PSAP initial Fire Interface PSAP $ 13,375.001 Spotfire Software maintenance and Licensing $ 34,000.001 Total $ 129,472.001 Funding for this project was not included in the Fiscal Years 2022-2026 Capital Improvement Program due to the unplanned nature of the project. The need for this replacement was not apparent until August 2021. The action in this M&C will amend the FY2022-2026 Capital Improvement Program. This project will serve ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a govemmental entity, state agency or public institution of higher education: Tarrant County 9-1-1 District FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be deposited into the General Capital Projects Fund for the purpose of funding the FD2022 TC911 PSAP project, as appropriated. The Fire Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Fire Department has the responsibility to validate the availability of funds.
