AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AVIATION GAS LEASE CAPITAL PROJECT FUND
IN THE AMOUNT OF S100,000.00, FROM AVAILABLE FUNDS, FOR THE
PURPOSE OF FUNDING THE MEACHAM MAINTENANCE PROGRAMMABLE
PROJECT (CITY PROJECT P00112) IN THE AMOUNT OF S50,000.00 AND THE
SPINKS MAINTENANCE PROGRAMMABLE PROJECT (CITY PROJECT
P00113) IN THE AMOUNT OF S50,000.00; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Aviation
Gas Lease Capital Projects Fund in the amount of $100,000.00, from available funds, for the purpose of
funding the Meacham Maintenance programmable project (City Project P00112) in the amount of $50,000.00
and the Spinks Maintenance programmable project (City Project P00113) in the amount of $50,000.00.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 2 and CD 6) Adopt Attached Appropriation Ordinance for the Purpose of Transferring $100,000.00 from the Aviation Gas Lease Capital
Project Fund to Programmable Projects for Fort Worth Meacham International Airport and Fort Worth Spinks Airport; and Amend the Fiscal Years
2022-2026 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Gas Lease Capital
Project Fund in the amount of $100,000.00, from available funds, for the purpose of funding the Meacham Maintenance
programmable project (P00112) in the amount of $50,000.00; the Spinks Maintenance programmable project (P00113) in the amount of
$50,000.00; and
2. Amend the Fiscal Years 2022-2026 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to distribute and appropriate funds in the amount of $100,000.00 from available
funds within the Aviation Gas Lease Capital Project Revenue Fund to be used for eligible Aviation Department Gate Maintenance projects at Fort
Worth Meacham International Airport (Meacham) in the amount of $50,000.00 and Fort Worth Spinks Airport (Spinks) in the amount of
$50,000.00.
Meacham and Spinks Gate Maintenance
It is necessary to maintain and improve entry and exit gates to Meacham International and Spinks Airports annually for tenants and contractors that
need access to airport property. Maintaining and improving the motorized gates will enhance airport security, keep the airport perimeters secure
and maintain the desired aesthetic in accordance with each airport's multi year capital plan. The Meacham gate maintenance project will be a child
project of programmable project P00112 Meacham Maintenance, while the Spinks gate maintenance project will be a child project of
programmable project P00113 Spinks Maintenance.
Funding for these projects was not included in the Fiscal Years (FY) 2022-2026 Capital Improvement Program (CIP) due to the new charges being
incurred after the CIP was adopted. The action in this M&C will amend the FY2022-2026 Capital Improvement Program as approved in
connection with Ordinance 25073-09-2021.
These projects are located in COUNCIL DISTRICTS 2 and 6.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: CFW
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified - All Funds & Unspecified - Gas Lease Rev projects within the
Aviation Gas Lease Cap Proj Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinances,
funds will be available in the Aviation Gas Lease Cap Proj Fund for the Meacham Maintenance and Spinks Maintenance programmable projects.
Prior to an expenditure being incurred, the Aviation Department has the responsibility of verifying the availability of funds.
