SUBJECT: PROPOSED STRATEGIC UPDATE OF THE 2003 HISTORIC
PRESERVATION PLAN
This Informal Report concerns a proposed strategic update of the 2003 Historic Preservation Plan. The City
of Fort Worth is required to adopt and maintain a local preservation plan, or statement of goals and objectives
for the local preservation program, as a condition of its participation in the State of Texas' Certified Local
Government (CLG) program. Texas' CLG program is administered by the Texas Historical Commission in
partnership with the National Park Service and the US Department of the Interior.
The City of Fort Worth's Zoning Ordinance also requires the Historic & Cultural Landmarks Commission
(HCLC) to adopt, in cooperation with the City Plan Commission, a preservation plan to be incorporated into
the City's Comprehensive Plan.
City Council initially adopted the 2003 Historic Preservation Plan on July 15, 2003. The 2003 Plan was Fort
Worth's first citywide Historic Preservation Plan. The Plan provided a historic context statement, an analysis
of current preservation tools and conditions, and established goals, objectives and strategies for future
action for the City of Fort Worth and the community to work in conjunction to complete. The City, in
partnership with the community, has achieved over 95% of the original goals, objectives, and strategies laid
out in the 2003 Historic Preservation Plan.
The Historic Preservation Ordinance and best preservation practices recommend updating goals,
objectives, and strategies of a preservation plan every five (5) years. On October 11, 2021, the HCLC
approved a resolution directing the Historic Preservation Officer to undertake a strategic update of the City's
Historic Preservation Plan in order to be consistent with best preservation practices.
Historic Preservation staff, in partnership with the community, intend to undertake a strategic update of
current preservation tools and conditions in Fort Worth, as well as set new goals, objectives and strategies
for future action for the City's Historic Preservation Program. The proposed update will establish a strategic
vision for the Historic Preservation Program for the next five (5) to ten (10) years.
The anticipated schedule for the strategic update of the Historic Preservation Plan is as follows:
• Community kick-off meeting and workshops — January 2022
• Analyze community input an develop programmatic options for further input — February -April 2022
• Community workshops to present options for programs, policies, goals and objectives — May 2022
• Develop goals and strategies based on community input — June -August 2022
• Present goals and strategies to community — September 2022
• Finalize goals and strategies — October 2022
• Historic & Cultural Landmarks Commission Public Hearing — November 2022
• City Council Public Hearing — December 2022
