HomeMy WebLinkAboutOrdinance 16951-05-2006Ordinance No. 1fi951-05-20€36 AN ORDINANCE INCREASING ESTIMATEb RI=CEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $247,018, SUBJECT TO RECEIPT OF THE BUFFER ZONE PROTECTION GRANT FROM THE DEPARTMENT OF HOMELAND SECURITY'S OFFICE OF DOMESTIC PREPAREDNESS, FOR THE PURPOSE OF FUNDING EQUIPMENT TO SUPPORT PREVENTION AND PREPARI~.DNESS EFFORTS IN A FIFTH AREA THAT HAS BEEN IDENTIFIED AS A BUFFI=R ZONE FOR CRITICAL INFRASTRUCTURE; PROVIDING FOR A SEVERABILITY CLAUSE; MAI<[NG THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SI=CTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $247,016, subject to receipt of the Buffer Zone Protection grant from the Department of Homeland Security's Offce of Domestic Preparedness, for the purpose of funding equipment to support prevention and preparedness efforts in a fifth area that has been identifiied as a buffer zone far critical infrastructure. SECTIDN 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4, This ordinance shall take effect upon adoption. Authorize the City Manager to accept a Buffer Zone Protection Program Grant in the amount of $197,513 for equipment to support prevention and preparedness efforts in four areas identified as Buffer Zones for Critical Infrastructure; 2. Authorize the City Manager to accept a Buffer Zane Protection Program Grant in the amount of $49,503 for equipment to support prevention and preparedness efforts in a fifth area that has bean identified as a Buffer Zane for Critical Infrastructure; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $247,016 upon receipt of the grant. DISCUSSIE)N: The Buffer Zone Protection Plan {BZPP} program originated from the Department of Homeland Security's Office of Domestic Preparedness {DHSIODP). The program is designed to reduce vulnerabilities of critical infrastructure and key resources by extending the protected area around a site into the surrounding community and by supporting the prevention and preparedness efforts of local first responders. BZPP grants provide funding for the equipment and management nfi these protective actions at critical infrastructurelkey resource sites across the country in order to minimize the potential far terrorist attacks. The Fart Worth Police Department's Intelligence Unit completed five intensive site plans called Buffer Zone Protection Plans {BZPP's) for five areas in the City that include critical infrastructure or a key resource. Each site was eligible for up to $50,000.00 in grant funds. The completed BZPP's were sent to the Governor's Division of Emergency Management to be reviewed. After approval at the state level the Plans were sent to DHSIODP. A!1 plans were accepted and sent back to the City of Fort Worth for implementation. The Division of Emergency Management in the Office of the Governor is providing grants in the amount of $197,513 and $49,503 for implementation of the plans. These funds will be spent on equipment.
