HomeMy WebLinkAboutOrdinance 20612-02-2013 Ordinance No. 206 1 2-02-20 1 3 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $204,663,39, SUBJECT TO RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF AGRICULTURE, FOR THE PURPOSE OF FUNDING THE 2012 SUMMER FOOD PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of$204,663.39, subject to receipt of a grant from the Texas Department of Agriculture, for the purpose of funding the 2012 Sunnier Food Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remain=ing provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 2041 1-09-20 12 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the acceptance of additional grant funds from the Texas Department of Agriculture in the amount up to $204,663.39 for the 2012 Summer Food Service Program; 2. Apply indirect costs to the additional grant funds at a rate of 19.18 percent, which is the most recently approved rate for the Parks and Community Services Department and apply the newly approved indirect rate when available; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount up to $204,663.39, subject to receipt of the additional funds. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize acceptance of an additional amount of$204,663.39 in grant funds from the Texas Department of Agriculture (TDA) for the administration of the 2012 Summer Food Service Program (SFSP). On April 3, 2012, (M&C C-25544) the City Council authorized the application and acceptance of a grant from the TDA to underwrite the 2012 SFSP, which provides nutritious breakfasts, lunches and snacks that are prepared and delivered by a private vendor to youths 18 years of age and younger. Initially, the City applied for and received the amount of$600,500.00 to support the SFSP's initiatives. TDA then increased the SFSP grant amount by an additional amount of$204,663.39 (for a total amount of$805,163.39) to support an increase in the number of meals and snacks served from May through September of 2012. Program expenditures were made in anticipation of this additional reimbursement. This program serves ALL COUNCIL DISTRICTS. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
