Ordinance No. 16952-05-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $69,000 SUBJECT TO RECEIPT OF THE PUBLIC ACCESS COMPUTER HARDWARE UPGRADE GRANT FROM THE BILL. AND MELINDA GATES FOUNDATION FOR THE PURPOSE OF FUNDING THE LEASES FOR NEW PUBLIC ACCESS COMPUTERS AT CENTRAL, BUTLER OUTREACH, AND CAVILS OUTREACH LIBRARIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $69,000 subject to receipt of the Public Access Computer Hardware Upgrade Grant from the Bill and Melinda Gates Foundation for the purpose funding leases for new public access computers at Central, Butler Outreach, and Cavite Outreach libraries. SECTION 2. That should any partlon, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shah be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize Application and Acceptance of a Grant from the Bill & Melinda Gates Foundation to Upgrade Public Access Computers for the Library, Authorize Execution of Grant Agreement and Adapt Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize the City Manager to accept the Bill and Melinda Gates Foundation grant to upgrade public access computers for the Library Department in the amount of $69,000; 2. Authorize the City Manager to execute a grant agreement with the Bill and Melinda Gates Foundation relating to such grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $69,000 in the Special Trust Fund, Gates Computer Project, upon receipt of the grant. ®lSCUSSION: The Bill and Melinda Gates Foundation provides technology funds for libraries serving communities with a greater than 10% poverty level. The intention is to reach people who have little or no access to technology. The Library Department received funds from fhe Foundation in 1998 for public access computers in the Central, Butler Outreach Library Division (BOLD} and Cavite Outreach Opportunity Library (COOT.) libraries (M&C G-12174), and in 1999 for public access computers in the East Berry, Ridglea, Riverside, Seminary South and E.M. Shamblee branch libraries (M&C G-12758). The Gates Foundation`s Public Access Computer Hardware Upgrade Grant (PACHUG) program provides funds to upgrade computers originally purchased -n+ith the 1998 and 1999 grants. The library would use the PACHUG grant funds in FY2006, FY2007 and FY2008 to offset the costs of leasing 46 new public access computers at these branch libraries. FISGAT.
