HomeMy WebLinkAboutOrdinance 16955-05-2006Ordinance No. 16955-05-2006 AN ORDINANCE INCREASING ESTIMATED RI~CEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $71,667.88 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE RELOCATION OF THE REHABfLiTATION DIVISION OF THE HOUSING DEPARTMENT TO THE AVIATION BUILDING IN MEACHAM AIRPORT; PROVIDING FOR A SEVERA8ILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED 8Y THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addi#ian to those amounts allocated to the various City departments for Fiscal Year 2005- 2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $71,867.68 from available funds, far the purpose of funding the relocation of the Rehabilitation Division of the Hauling Department to the Aviation Department in Meacham Airport. SECTION 2. That should any portion, section pr part of a section of this ordinance bs declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shat! be cumulative of Ordinance Na. 16x82 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. G-'15207 SUBJECT; Adapt Appropriation Ordinance for Hilton ~farmerly Radisson} Parking Garage Program Income Fund and Authorization of Expenditures Related to Housing C}epartment Rehabilitation Division Staff Relocation to Meacham Airport Aviation Building RECUMMEN©ATI©N: It is recommended that the City Council: 1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Hilton (formerly Radisson} Parking Garage Program Income Fund. in the amount of $71,667.68; 2. Authorize the expenditure of an amount not to exceed $71,667.68 out of the Hiitan Parking Garage Program Income Fand for the following purposes related to the reincation of the Rehabilitation Division of the Nausing Department to the Aviation Building in Meacham Airport: a. Payment of ~rstyear's rent amounting to $32,167.68; b. Purchase of additional furniture and equipment not to exceed $25,000.00; and c. installation of network, cabling and related services not to exceed $14,500.00. DfSCUSSION: The Hilton Parking Garage Program Income is generated through a 50-year parking garage [ease the City has with New Fort Tower 1 Hotel Limited Partnership ("Lessee"). The lease went into effect on Apri[ 30, 1980. Under the terms of the lease, far the years 2001 through 2005, the City collected $84,450.00 per year as rent for years 2001 through 2005. January 1, 2006 marked the end of the five-year period supporting the annual rent payment as defined in Section 2.01 of the lease. The annual rent payment is now $91,306.00. The Housing Department requires additional space due to new programs and the recent reassignment of the Contract Management. Team from the Budget and Management Services Department to the Housing Department. The Rehabilitation Division will moue their offices to the Aviation Building at Meacham Airport on 4201 North Main Street. The lease for approximately 2,658 square feet is $32,167.68 ($12.101sq. ft.) for the frst year, to be adjusted annually based an the consumer price index. The purchase of ,additional furniture, furnishings and equipment is estimated to cost no more than $25,000.00. Installation of network, cabling, telephones etc., is estimated at $14,500.00. The rent and other expenses incident to this move, which total $71,667.68, will be funded out of the Hilton Parking Garage Program Income Fund. The Aviation Building will provide space for the Rehabilitation Division staff, clien# services and client and contractor orientation and training. The location has convenient access to public transportation and to free parking for staff, clients and contractors.
