HomeMy WebLinkAboutOrdinance 25194-11-2021 ORDINANCE NO.25194-11-2021 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL DONATIONS CAPITAL PROJECT FUND IN THE AMOUNT OF $100,000.00, FROM DONATION TO BE RECEIVED FROM NORTH TEXAS HEALTHY COMMUNITIES AND BLUE ZONES PROJECT FORT WORTH, FOR THE PURPOSE OF FUNDING THE FISCAL YEAR 2022 TRAFFIC SYSTEM MAINTENANCE PROJECT (CITY PROJECT NO 103781); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICTHEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Donations Capital Project Fund in the amount of$100,000.00, from donation to be received from North Texas Healthy Communities and Blue Zones Project Fort Worth, for the purpose of funding the Fiscal Year 2022Traffic System Maintenance project(City Project No. 103781). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction,such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shallbe and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions ofsaid prior ordinances and appropriations are hereby expressly repealed. Accept a monetary donation in the amount of$100,000.00 from North Texas Healthy Communities and Blue Zones Project Fort Worth for the purchase and installation of traffic safety countermeasures in neighborhoods served by Blue Zones Project Fort Worth;and 2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations Capital Projects Fund in the amount of$100,000.00,from North Texas Healthy Communities and Blue Zones Project Fort Worth,for the purpose of funding the Fiscal Year 2022 Traffic System Maintenance project(City Project No. 103781). DISCUSSION: The purpose of this Mayor and Council Communication (M&C)is to accept a monetary donation in the amount of$100,000.00,from North Texas Healthy Communities and Blue Zones Project Fort Worth for the purchase and installation of traffic safety countermeasures in neighborhoods served by Blue Zones Project Fort Worth. Blue Zones Project Fort Worth is a community well-being improvement initiative designed to change the way people experience the world around them by impacting environmental policy and social networks. BlueZones projects make healthy choices easier and as a result,people can live longer; and communities can lower healthcare costs,improve productivity,and boost national recognition as a great place to live,work,and play. Blue Zones Project Fort Worth is a citywide initiative,but its focus is high-need priority neighborhoods as identified by community health needs assessments. Diamond-Hill Jarvis, North Side, Las Vegas Trail, Morningside, Stop Six,and Rosemont are examples of neighborhoods where Blue Zones Project Fort Worth has worked to introduce and integrate healthy living principles within the community. Implementation of traffic safety countermeasures such as pavement markings,signage, mini neighborhood traffic circles,sidewalks,and curb extensions support the Blue Zones Project's focus on community wellness and aligns with city efforts to enhance traffic safety in majority minority areas disproportionately impacted by traffic crashes.Walking and design charrettes will be held in Blue Zones Project Fort Worth neighborhoods to understand their unique traffic safety needs and to identify appropriate countermeasures that will address those needs. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be deposited into the Special Donations Cap Projects Fund.The Transportation and Public Works Department(and Financial Management Services)is responsible for the collection and deposit of funds due to the City.
