AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE WATER/SEWER
BOND 2016 FUND IN THE AMOUNT OF $423,768.00 BY INCREASING
APPROPRIATIONS IN THE NORTHSIDE IV 24-INCH WATER
TRANSMISSION MAIN, PHASE 1B PROJECT (CITY PROJECT NO. 102687),
AND DECREASING APPROPRIATIONS IN THE UNSPECIFIED PROJECT
(CITY PROJECT NO. UNSPEC) BY THE SAME AMOUNT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager,there shall also be adjusted appropriations in the Water/Sewer Bond 2016 fund
in the amount of $423,768.00 by increasing appropriations in the Northside Iv 24-inch Water
Transmission Main, Phase I project (City Project No. 102687), and decreasing appropriations in the
Unspecified proj ect(City Project No. Unspec).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction,such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shallbe and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
ofsaid prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 7)Authorize Execution of Amendment No.1 with Halff Associates, Inc. in the Amount of$123,768.00 for Additional Design Services for
Northside IV 24-Inch Water Transmission Main Phase 1 B Project, and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No. 1 in the amount of$123,768.00 to City Secretary Contract No. 55171 with Halff Associates, Inc. for
additional design services for the Northside IV 24-Inch Water Transmission Main Phase 1 B Project for a revised contract amount of
$654,082.00-1 and
2. Adopt the attached appropriation ordinance adjusting appropriations in the Water/Sewer Bond 2016 Fund by increasing appropriations in
the amount of$423,768.00 for the Northside IV 24-inch Water Transmission Main Phase 1 B project(City Project No. 102687)and
decreasing appropriations in the Unspecified project(City Project No. UNSPEC) by the same amount.
DISCUSSION:
On December 15, 2020, Mayor and Council Communication(M&C)20-0983,the City Council authorized an engineering agreement with Halff
Associates, Inc., in the amount of$530,314.00 for the preparation of plans and specifications for the Northside IV 24-Inch Water Transmission
Main Phase 1 B project.
Amendment No. 1 will provide for the design of a transfer station that will allow emergency transfer of water between the Northside I I I and Northside
IV pressure planes as well as fund subsurface utility exploration for design of the transmission main.
In addition to the amendment amount, an additional$300,000.00 is necessary for real property acquisition.
Appropriations for the Northside IV 24-Inch Water Transmission Main Phase 1 B project, are as depicted below:

Business Equity: Halff Associates, Inc. is in compliance with the City's DBE Program by committing to 25 percent DBE participation on this
amendment. The City's DBE goal on this project is 12 percent.
The project is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified-ALL FUNDS project within the Water/Sewer Bond 2016
Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the
Water/Sewer Bond 2016 Fund for the NS IV 24"Water Main Phase 1 B project to support the approval of the above recommendations and
execution of the amendment. Prior to an expenditure being incurred,the Water Department has the responsibility of verifying the availability of
funds.
