HomeMy WebLinkAboutOrdinance 20635-02-2013 Ordinance No. 20635-02-2013 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $800,500,00, SUBJECT TO RECEIPT OF A GRANT FROM THE 'TEXAS DEPARTMENT OF AGRICULTURE, FOR THE PURPOSE OF THE 2013 SUMMER FOOD SERVICE PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, 'TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of$800,500.00, subject to receipt of a grant from the Texas Department of Agriculture, for the purpose of the 2013 Summer Food Service Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of conipetentiurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions sliall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 20411-09-2012 and all. other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. DISCUSSION: The purpose Cf this Mayor and Council Communication (M&C) is to authorize a grant application to the Texas Department Of Agriculture (T[)A) kJ underwrite the Summer Food Service Program /SF3P\. which provides nutritious bna8hhaStS. lunches and snacks that are prepared and delivered by phv8&* vendor to youths 18 years Of age and younger. Since 1969' the City has sponsored the SF8P. The TO/\ has notified the City that funds are available for the operation Of the 2013 8FGP. No matching funds are required. It is projected that 175.000 meals and 145,0OD snacks will be served during the period from May through September. The Community Services Division of the Parks and Community Services Department will administer the SF8P, according tn guidelines established by the T[)Aand the United States Department of Agriculture. The program requires daily monitoring of serving sites which are SChOO|S. COnnDluDity centers, v@C8h0n bible schools, and apartment complexes with low income nne@| programs. Then8fOre. Sight temporary employees, all grant funded, will be added to aid in the monitoring and implementation of the program. TheTC>A has become the administering State agency for the National 8ChOO| Lunch ProgrGDl, 8ChOo| Breakfast Program, Summer Food Service P[Og[a0' Child and Adult Care Food Program and Special yNi|h PrO@r8rD in all participating public, private and residential facilities in Texas. On April 13. 2010' (KA&CC- 24178) the City Council approved entering into standard Permanent Agreement with TDAfor participation in these programs. This contract will be valid until terminated.
