TO CITY SECRETARY CONTRACT
VVILEA MS, the City of Fort Worth %CITY) and Parsons Water
& Infrastructure, Inc. , (ENGINEER) made and entered into City
Secretary Contract No. 43923, (the CONTRACT) which was authorized by
M&C C-25877 on the 25t' day of September, 2012 in the amount of
$391,453.00; and
WHIEREAS, the CONTRACT was subsequently revised by:
Amendment Number 1 in the amount $206,797 .00 which was
authorized by M&C C-26229 on 71 day of May, 2013 and Amendment
Number 2 in the amount of $43, 929.00 which was approved
administratively on the lst day of May 2015 and Amendment No. 3
in the amount of $52, 133.00 which was approved administratively
on the 3rd day of March 2019; and Amendment 4 in the amount of
$145, 919.00 which was approved by M&C 19-0379 on the loth day
of December,2019.
WHERFAi4, the CONTRACT involves engineering services for
the following project:
Little Fossil Creek Interceptor Improvements at Various
Locations within the Little Fossil Creek Drainage Basin; and
WHERKAN, it has become necessary to execute Amendment
No. 5 to the CONTRACT to include an increased scope of work and
revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the
additional engineering services specified in the proposal
attached hereto and incorporated herein. The cost to City for
the additional professional services to be performed by Engineer
totals $209,281 .00.

Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall_
be
an amount of $1,049,512.00.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Subject: Revised request for Amendment 5 for Additional Level of Effort (LOE) for Little Fossil
Creek Interceptor Rehabilitation Project - Part 2A Locations 1, 3, and 5A
Dear Walter,
This letter represents a revised request from Parsons Water& Infrastructure Group, Inc. (Parsons)for
Amendment 5 for the increased level of effort(LOE)for updating the design and bid packages for the
above-referenced project as follows:
• Part 2A: Location 1 - Revise design to upsize three locations of 39-inch pipes to 48 inches,
which had been previously designated for lining.
• Part 2A: Location 3 - Advance the design to 100% including review of the bypass plan.
• Part 2A: Location 5A - Revise drawings to move the alignment to the south and, out of the
creek.
• Part 2A: Locations 1, 3, and 5A prepare permanent and temporary easement documents.
• Part 2A: Locations 1, 2, 3, and 5A prepare detailed bypass plans.
Background
The Little Fossil Creek Interceptor Rehabilitation Project entails approximately 17,000 linear feet(LF)
of pipeline rehabilitation at five locations over a reach of over 8 miles. It was originally intended to be
bid as one construction package. Pursuant to direction from Fort Worth Water Department (FWWD),
Parsons separated the above-referenced project into multiple bidding packages.
The first bidding package, Part 1 Location 5, encompassed the enlargement (pipe bursting) of over
5000 linear feet(LF) of existing 18-and 21-inch pipeline to 24-inch, manhole replacement, and open
cut repairs. Part 1 was advertised in September 2014, with the bid opening in October 2014, and
construction was completed with As-Builts accepted by the City on March 10, 2016. The remainder of
the project, Part 2 (Locations 1, 2, 3, 4 &5A), encompasses nearly 12,000 LF of improvements to 18-
to 48-inch pipe, including CIPP and spiral-wound rehabilitation, removal and replacement,
rehabilitation and replacement of manholes, rehabilitation of an existing meter station structure,
construction of new sewer pipeline and meter station, and connection structure to the Twin 90-inch
interceptors along the Trinity River. Part 213 - Locations 4A, 413, and 4C were designed and provided
to BHB Inc.,to include in their Contract 1A which was bid and awarded February 4, 2020. Construction

is in progress. Part 2A - Location 2 is now under construction. The status of the pipeline sections is
summarized in the table below.

Part 2A- Location 1 Design revisions(solar design)submitted to City- at 100%. City subsequently
requested upsizing existing 39" RCP Sanitary Sewer pipe sections to 48"
CCFRMP/PVC pipe.This includes design,and update drawings, cost estimate,
proposal workbook,specification updates and references-prepare for bid and
construction services.
Part 2A- Location 2 Project was advertised on 11/12/2020 and 11/19/2020. Project is under
construction.
Part 2A- Location 3 City requested 90%design be advanced and bid with Locations 1 and 5A.
Part 2A- Location 5A City requested design to be revised to move the alignment out of the creek
and bid with Locations 1 and 3.
Part 2B - Location 4A,413, Parsons submitted final design package to BHB to include in BHB's Contract
4C 1A. Project is in construction. (Part of Parsons Amendment 3)
Scope and Budget
Parsons requests approval for:
• Additional work associated with revising the design for the Part 2A - Location 1 to replace
sections of existing 39-inch pipe, that was slated for lining, with 48-inch pipe. This entails
significant revisions to the bid package, including additional project management,
geotechnical investigation for boring under the THE tracks, final design, significant
correspondence with TOOT, and other permitting services, as well as easement document
preparation. This work is anticipated to require revisions to 14 drawings, an additional sheet
of details, and specifications for boring under the THE right-of-way.
• Advance Location 3 design to final (minimal anticipated effort)
• Revise the design for Location 5A to move the alignment to the south, out of the creek. This
includes geotechnical investigation,topographic survey, and permitting services(Blue Mound).
This effort will require the revision of 4 drawings and the creation of 18 new drawings.
• Prepare detailed bypass plans for Locations 1, 3, and 5A including permits for crossing roads
or temporary easements for crossing private property. Bypass plans will include space of pump
setup and access routes for the pumps/bypass piping to be monitored during use.
• Log and review submittals for Locations 1, 2, 3, and 5A
• This amendment includes revision of design drawings and specifications to include new pipe
design and layout, and additional hours to update the plans to accommodate Haltom City, Blue
Mound, TOOT and THE permit requirements. This amendment also includes preparation of
documents for permanent and temporary easements needed for Locations 1, 3, and 5A.

The attached spreadsheet for Amendment 5 summarizes the level of effort required to revise the
design. This level of effort is based on the assumption that the construction work is not split into more
than two construction contracts. For submittal review it is assumed that there will be separate
construction contracts for Locations 1 and 2,and a single construction contractfor combined locations
3 and 5A.
In this Amendment 5, please note the following:
1. Task No. 4.0, Reflects the City's request for revised scope of work for modifications to the above
locations, completion of the design, bid services and construction phase services, and reflects
the LOE required to bring the documents for City's final review from the previous 90% based on
lining design in 2014, including new designs for THE right-of-way crossing, moving Location 5 out
of the creek, and others noted above.
2. Task 9.0 (Survey) - reflects the topographic surveying needed for Location 5A, and a spot check
for the pipe replacement section in Location 3, and surveying needed for easement documents.
3. Task 10.0 (Permitting) -the LOE is included based on having to interact with multiple entities
(Haltom City, Blue Mound, TxDOT, and TRE). In addition, a large billboard is on one of the
easements.
Parsons will complete the changes to revise and advance the Location 1, 3, and 5A drawings,
specifications, and proposal workbook to Bid Phase, and Construction Phase Services. See attached
drawings for Locations 1 and 5A.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No. 5 to City Secretary Contract No. 43923, an engineering
agreement with Parsons Water and Infrastructure, Inc., in the amount of$209,281.00 for Little
Fossil Creek Interceptor Improvements at Various Locations for a revised contract amount of
$1,049,512.00 (City Project No. C01960); and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water and Sewer Capital Project Fund in the amount of$354,044.00 transferred from available
funds within the Water and Sewer Fund for the Little Fossil Creek Interceptor Improvements at
Various Locations project (City Project No. C01960).
DISCUSSION:
On September 25, 2012, Mayor and Council Communication (M&C) C-25877, the City Council authorized
execution of an engineering agreement with Parsons Water and Infrastructure, Inc., in the amount of
$391,453.00 for the preparation of plans and specifications for the Little Fossil Creek Interceptor
Improvements at Various Locations project. The agreement was subsequently revised by Amendment
No. 1 in the amount of$206,797.00 approved by City Council on May 7, 2013, (M&C No. 26229) that
provided for additional project management, real property acquisition and utility coordination on the
project, Amendment No. 2 in the amount of$43,929.00 administratively authorized May 1, 2015, that
provided additional bid packages for the project, Amendment No. 3 in the amount of$52,133.00,
administratively authorized March 25, 2019, that provided for the updating and design producing two bid
packages and Amendment No. 4 in the amount of$145,919.00, approved by City Council on December
10, 2019, (M&C No. 19-0379) that provided for converting the meter station to solar power, updating the
structural design of the meter station and creating additional bid packages.
Amendment No. 5 will provide for the following that are necessary on the project: Additional design for
sewer pipe replacement, additional design survey, permanent and temporary construction easement
preparation, geotechnical investigation and permit applications for various agencies. In addition,
$144,763.00 is required for project management, public involvement, real property acquisitions and
material testing.

Business Equity: Parsons Water & Infrastructure Inc. is in compliance with the City's Business Equity
Ordinance by committing to 11 percent Business Equity participation on this project. The City's Business
Equity goal on this project is 11 percent.
This project is located in COUNCIL DISTRICT 4 and the City of Haltom City.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget in the Water&
Sewer Fund, and upon approval of the above recommendations and adoption of the attached
appropriation ordinance, funds will be available in the W&S Capital Projects Fund for the Little Fossil
Creek Interceptor project to support the approval of the above recommendations and execution of the
amendment to the engineering agreement. Prior to any expenditure being incurred, the Water
Department is responsible to validate the availability of funds.
