RECOMMENDATION:
It is recommended that the City Council authorize the execution of a final design and commission contract with Jill Bedgood in an amount up to
$121,205.85 for final design, engineering, fabrication, delivery, installation and contingencies for artwork along Summer Creek Drive from
Altamesa Boulevard to McPherson Boulevard, Fort Worth, Texas, 76123
DISCUSSION:
Jill Bedgood's prairie-themed mile markers designed for Summer Creek Drive will complement the artist's public artwork at nearby Chisholm Trail
Park, Art + Knowledge, which honors the ancestry of the land and celebrates natural prairie ecosystems: geology, hydrology, and flora and fauna.
Using some of the highly detailed, full -color original drawings created by the artist for Chisholm Trail Park, each of the thirteen (13) mile markers
will highlight one natural element from the surrounding environment.
Bedgood's drawings will be fabricated as porcelain enamel on steel discs, each five (5) inches in diameter. Each disc will be mounted on a
limestone block measuring thirteen (13) inches in length by nine (9) inches in width by five (5) inches in height; the blocks will include two (2) inch
tall mile numbers recessed into the stone. Placed in the grass along the sidewalk every quarter (0.25) mile, the markers will serve as a visual
reference to pedestrians along the approximately three (3)-mile journey along Summer Creek Drive from McPherson Boulevard to Altamesa
Boulevard.
The artist's mile markers are intended to complement existing prairie-themed artworks in Council District 6, including Prairie Wind by artist
Michael Pavlovsky in CP Hadley Park and Ocean of Grass by Etty Horowitz at the Chisholm Trail Community Center.
The Summer Creek Altamesa Project Core Team met on April 9, 2021, and recommended mile markers by Jill Bedgood for Summer Creek
Drive.
Fort Worth Art Commission (FWAC) Action:
• On May 17, 2021 the FWAC approved the Project Core Team's recommendation;
• On August 10, 2021, Jill Bedgood was placed under a Conceptual Design Proposal Agreement (City Secretary Contract (CSC) No. 56153)
in an amount up to $8,794.15; and
• On August 16, 2021, the FWAC approved the Conceptual Design Proposal and recommended that the artist be placed under a Final
Design and Commission Contract.
Funding for the project was approved as part of the Public Art Plan for the 2004 Bond Program, Proposition 1, adopted by the Fort Worth City
Council on May 17, 2005 on Mayor and Council Communication (M&C) G-14801 and also a part of the Public Art Plan for the 2008 Bond
Program, Proposition 1 adopted by City Council on October 26, 2010 (M&C G-17094). Additionally, the project received reallocated funds from
the 2004, 2007, and 2008 Fund Reprogramming Plan, adopted by City Council on June 26, 2018 (M&C G-19323). The project was included in
the Fort Worth Public Art Fiscal Year 2021 Annual Work Plan, adopted by the Fort Worth City Council September 22, 2020 (M&C 20-0678).
Two previous processes for this general site did not receive the support of the former Council Member and were not implemented.
Artist shall require subcontractors to pull all permits required for this project, however, the City shall waive any fees for these permits as this project
is funded by City Bond funds.
Estimated annual maintenance on this project is anticipated to be $1,800.00. The artwork discs may need replacing at five to ten (5-10) year
intervals, at a cost of $700.00 per piece. The anticipated completion date for this project, and the expenditure of all related funds, is Fall 2022. If
there are delays and the debt funds are not fully expended by the end of 2022, then City management will determine whether to move the unspent
balance to debt service at the end of 2022.

M/WBE OFFICE - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars expended on
public art annually.
Council Member Jared Williams concurs with the FWAC's recommendation for Jill Bedgood to develop a Final Design and complete engineering,
and, upon approval, fabricate, deliver, and install artwork along Summer Creek Drive.
This project is located in COUNCIL DISTRICT 6.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Street Improvements and
the Street Improvements 2008 Funds for the FWPA — Summer Ck Roundabout project to support the approval of the above recommendations
and execution of the contract. Prior to any expenditure being incurred, the Planning & Data Analytics Department has the responsibility to validate
the availability of funds.
