HomeMy WebLinkAboutOrdinance 16966-05-2006Ordinance No. 16966-05-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,500,000 SUBJECT TO EXECUTION OF THE AMENDED CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFI=AIRS FOR THE PURPOSE OF FUNDING AN INCREASE TO THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM; FOR A SEVERABILITY CLAUSE; MAKING TH15 ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,500,000 subject to execution of the amended contract with the Texas Department of Housing and Community Affairs for the purpose of funding an increase to the Comprehensive Energy Assistance Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in na way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager execute an amended contract with the Texas Department of Housing and Community Affairs (TDHCA} to accept up to $1,500,000 in additional funds, thereby increasing the 2008 Comprehensive Energy Assistance Program allocation from $1,600,000 fin 3,100,000; and 2. Adapt the attached appropriation ordinance increasing receipts and appropriations in the Grants Fund by $1, 500, 000. ©ISCUSSION: On September 13, 2005, (M&C 020991) the City Council approved the acceptance of a $1,600,000 grant from Texas Department of Housing and Community Affairs (TDHCA) to fund the Comprehensive Energy Assistance Program in Tarrant County. On March 20, 2006 President George W. Bush signed Public Law 109-204 which provides the State of Texas with an additional $38,276,835 from the Low Income Home Energy Assistance Program. TDHCA has notified the City of Fort Worth Parks and Community Services Department, through the Community Action Partners (CAP) that the Ci#y will receive up to $1,500,000 in additional funds for 2006. As a result of the dramatic increase in fuel costs, the majority of the households certified during the first quarter of 2006 had extremely high utility bills. Mast of the households certified also received their maximum allocation, which resulted in all funding for the Elderly/Disabled component being obligated by March. Because of the increase in fuel costs, CAP is experiencing a substantial increase in requests for assistance. This additional funding will be utilized to address current customers whose needs were only partially addressed due to limited funds; potential customers whose requests have not been addressed due to funds being exhausted; and for anticipated additional requests once funds have been received. This program serves ALL COUNCIL DISTRICTS.
