AN ORDINANCE PROVIDING FOR THE LEVY AND
COLLECTION OF AN ANNUAL DIRECT AD VALOREM
TAX ON ALL PROPERTY, REAL, PERSONAL AND
MIXED, SITUATED WITHIN THE TERRITORIAL
LIMITS OF THE CITY OF FORT WORTH, TEXAS,
AND ALL PERSONAL PROPERTY OWNED IN SAID
CITY OF FORT WORTH, TEXAS, ON THE FIRST
DAY OF JANUARY, A. D. 1977, EXCEPT SUCH
PROPERTY AS MAY BE EXEMPT FROM TAXATION
BY THE CONSTITUTION AND LAWS OF THE STATE
OF TEXAS .
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS :
SECTION I .
There is hereby levied and shall be collected, as pro-
vided by law, an annual direct special ad valorem tax for
the year 1977, for General Fund operations and for servicing
of General Obligation Bonds outstanding of the said City of
Fort Worth of $1.665 on every One Hundred Dollar ($100 .00)
valuation on all property, real, personal and mixed, situated
in and all personal property owned in the City of Fort Worth,
Texas, on the first day of January, A. D. 1977, liable under
the law to taxation and not exempt therefrom by the Constitution
and laws of the State of Texas. The Commissioner of Accounts
shall pay each week to the Interest and Redemption Fund forty
per cent (40%) of the current taxes collected for General Fund
operations and debt service until $10, 815,421 has been paid to
the Interest and Redemption Fund, after which all of said
collections will remain in the General Fund. In this way the
General Fund will absorb any Interest and Redemption Fund de-
linquencies and in consideration of which will receive all
delinquent tax collections during the entire year.
SECTION II .
The tax levy which is hereinbefore made shall provide
for the payment of interest and create a redemption fund
or discharge and pay principal and interest on any obliga-
tions due or owing by the City of Fort Worth, Texas , and
shall not be taken as an addition to levies for the same
purpose in the respective ordinances authorizing and creat-
ing such obligations , but the levy hereinbefore made is
made pursuant to and for the purpose of carrying out and
complying with the provisions of said prior ordinances, and
ad valorem taxes herein are levied upon all taxable property,
real, personal and mixed, situated in and all personal prop-
erty owned in the City of Fort Worth, Texas , as assessed,
valued and described in the assessment tax rolls and the
tax books of the City of Fort Worth, Texas , for the year
1977, and any supplemental assessments thereof, as the same
have been or shall be presented to the City Council of the
City of Fort Worth, Texas, by the Assessor and Collector of
Taxes of said City of Fort Worth, Texas .
SECTION III .
The taxes herein levied and authorized and required to
be collected shall be and become due and payable in two
equal installments . The first installment, which amount
shall be fifty per cent (50%) of the total sum of the taxes
due and payable for the current year, shall be due and pay-
able on the first day of October, A. D. 1977 , and the second
installment, which amount shall be the remaining fifty per

cent (50%) of the total sum due and payable in taxes for
the current year, shall become due and payable on the first
day of April, A. D. 1978.
SECTION IV.
The first installment of taxes required to be paid by
virtue of this ordinance for the current year shall become
delinquent on the first day of December, A . D. 1977, and
the second installment of taxes required to be paid by vir-
tue of this ordinance for the current year shall become de-
linquent on the first day of June, A. D. 1978.
SECTION V.
Should any taxpayer permit his taxes to become delin-
quent, that is to say, should fail or refuse to pay the
first installment, said installment being fifty per cent
(50%) of the total amount of taxes due for the current year,
before the first day of December, A. D. 1977, as above spec-
ified, then and in that event, the second installment shall
also immediately become due and delinquent and interest shall
attach to the payment of such taxes at the rate of one per
cent (1%) per month, or fraction thereof, for each month
thereafter; and should any taxpayer pay the first install-
ment of his taxes as hereinabove provided, but should permit
the second installment of his taxes to become delinquent,
that is to say, should fail or refuse to pay said second in-
stallment before the first day of June, A. D. 1978, as above
specified, then said interest shall attach to the payment
of the second installment at the rate of one per cent (1%)
per month, or fraction thereof, on each month thereafter.

SECTION VI .
Said interest of one per cent (1%) per month shall
be added to said taxes in the event the payment thereof
shall become delinquent as above set forth, and said inter-
est shall attach on the first day of each month thereafter
until the taxes shall have been paid, which interest shall
be and become a part of said taxes and be payable as such;
and provided further that in the event of the publication
of the delinquent tax lists, or if suit is brought to re-
cover such taxes and interest and the delinquent taxpayer
shall be subject to the payment of said taxes , interest and
costs, and the same shall be and become a lien upon the
property of such taxpayer, as prescribed by the Charter of
the City of Fort Worth, Texas , and the laws of the State of
Texas, the said taxes with interest and costs shall be and
become and they are hereby made a paramount lien to all
other liens whatsoever on the property on which said taxes
are levied.
SECTION VII.
Should any part, portion, section or part of a section
of this ordinance be declared invalid or inoperative or
void for any reason by a court of competent jurisdiction,
such decision, opinion or judgment shall in no way affect
the remaining portions , parts, sections or parts of sections
of this ordinance, which provision shall be, remain and con-
tinue to be in full force and effect.

SECTION VIII .
This ordinance shall take effect and be in full force
and effect from and after the date of its passage as pro-
vided by law.

Attached is a summary of changes in the 1977-78 Proposed Budget which is
believed to represent the consensus of the City Council as determined during
the budget study sessions.
Proposed Changes
Mayor and Council
The Council decided to eliminate $15,000 for a video information system and
also decreased the funds proposed for the Council Assistance program
(-$21,278) .
City Manager
The City Manager's salary was adjusted by an additional $5,575.
Human Resources
The Council added two EEO positions to provide improved contract compliance
capability, $31,554.
Development
Fringe benefit expense for position in Development Administration was deleted
and will be paid by Water and Sewer bond funds. (-$2,823) .
City Secretary
The Council made adjustments in the salaries of the City Secretary and the
Assistant City Secretary, ) $5,764. Additional increases are due to the
budgeting of the salaries for the College Interns for the Council Assistance
program in the City Secretary department, +$4,800.
Finance
The Council adjusted the salaries of the Municipal Court Judges for an
increase of $12,954.
Personnel
Funding was provided for a Career Mobility Program, f 116,537.
Housing and Community Development
The funding level was increased due to the addition of airplane fly over
to identify heat loss from residences, +$13,000.

Public Wbrks
The Council decided to resume the paper re cycl$ng program for an additional
$320,033 and included a new sound system for the Nor°thside Coliseum at a
cost of $30,000.
Public Safety
The Council added $2.2,000 for salary adjustments for Police Training Officer/
Investigator personnel and $32 ,500 for Fire Engineer personnel, A Police
officer was restored as a Flight Observer on the City Helicopter at a cost
of $1,4,894. Provision was made for a second Police Training class for an
additional $270,203; purchase of Fire Service Training manuals for a cost of
$12,,500; and the addition of 1.5 Mechanics positions and related equipment
for a coat of $30,900. A Lieutenant position (. 75 A.P..) was restored in
the Fire Department for a cost of . $13,,812. Police protection funded by the
City for non-profit organizations was eliminated for a. savings of $50,500.
Public Health
The Council decided to provide fv„arads for three additional satellite adult
clinics for six months, ,1..,31,250.
Park and Recreation
The Council decided to re-instate a Cleric Steno position in the Administration
activity for a cost of $11,072.
Library
The Council increased the lrrro'k budget for the North Branch library by
$4,000 and provided $10,000 in additional materials for the Southeast Branch.
Non-Departmental
The Nan Depar tmenta.l. budget was reduced $100,000 due to a proposed increase
in the Su.rtran fare and other cost saving proposals and a reduction of $750
was made due to the elimination of 'funds for street decorations, These
reductions were partially offset by the increased eased contribution to the
Convention and Visitor's Bureau, +$25,000 and the provision of funds to
develop a Utility Regulation Department, +$50,000.
Water and Sewer
Funds were provided to purchase 1000 additional replacement meters for
$18,400; to fund an additional position for a second pipe truck crew at a
cost of $12, 715; to provide W5 Communication I position at $5,399; the
purchase of a. gas cirromMatograph at $16,800; and an additional atomic absoration
spectrophotometer for $28,300.

Revenues
The Council amended the proposed tax rate of $1. 66 per hundred dollar assessed
valuation to $1, 665 per hundred dollar assessed valuation to provide
additional revenue of $1,06,631, and authorized the use of $583,866 from
Prior Year Revenue to finance non-recurring capital expense. An additional
$81,500 in revenue will result from the resumption of the paper recycling
program.
Water and Sewer Fund revenues were adjusted by $81,614 due to an increased
estimate of revenue from customer cities contracts.
Recommendations
It is recommended the Public Hearing be closed and:
1) An Appropriations Ordinance be adopted incorporating changes made
from the City Manager's proposed budget as finally determined by the
City Council; and
2) An ordinance be adopted establishing the 1977-78 ad valorem tax rate
at $1.665 per $100 assessed valuation.
