SUBJECT
(ALL) Adopt Resolution Approving the Five -Year Update to the Fort Worth Floodplain Management Plan
RECOMMENDATION:
It is recommended that the City Council:
1) Adopt the attached resolution approving the five-year update to the Fort Worth Floodplain Management Plan; and
2) Amend the Comprehensive Plan to incorporate the 2021 Floodplain Management Plan by reference.
DISCUSSION:
On August 30, 2016, the City Council passed a resolution adopting the current Floodplain Management Plan (FMP), which identifies flood risks
across Fort Worth, evaluates the impacts of those risks on the community, and provides a prioritized framework for reducing future flood risks. The
FMP is required for the City's participation in FEMA's Community Rating System (CRS), a program that promotes flood risk awareness and
provides discounts to Federal Flood Insurance premiums relative to a community's flood risk reduction actions. Currently, the City of Fort Worth is
a Level 8 CRS community, earning a 10% premium discount on eligible flood insurance policies. The CRS program saved the Fort Worth
community--$185,500 in flood insurance premiums in 2021. This saves the average policyholder approximately $150 annually in flood insurance
premiums.
FEMA requires five-year update cycles for the FMP. The 2021 update process incorporated significant community involvement including three
stakeholder meetings, two public meetings, electronic and social media outreach efforts and survey questions. The City Plan Commission (CPC)
was briefed on the update on July 14, 2021, and recommended approval of the update on August 25. The City Council received an Informal Report
on August 24 on the update process.
During the update, the adopted plan's 55 ongoing flood mitigation activities and 82 potential action items were evaluated by Stormwater staff
considering community feedback. The key updates to the FMP include the following:
• 9 potential actions were removed from the list because they were obsolete, ineffective, or associated with discontinued programs. Examples
include participation in events discontinued by others, sending additional hard copy mailers, and holding large Stormwater-focused
community events.
• 18 identified actions are substantially complete and were reclassified as ongoing Stormwater Management Program activities.
• 9 new potential actions were added, such as documenting new park maintenance practices, evaluating existing flood warning sign
effectiveness, and creating digital or online content to aid in communicating flood risks.
The remaining potential actions that have not yet been implemented were determined to still be valuable and were retained for possible future
action. Implementation of the prioritized action items in the plan is contingent upon financial and staffing resources, and overall Stormwater
Management Program priorities.
