With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 8:37 a.m. on Tuesday,
September 28, 2021, in the City Council Chamber of the Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
City Manager Cooke advised of the following:
• M&C 21-0771 will be withdrawn from the Consent Agenda at the request of
Council Member Nettles
• M&C 21-0645 will be withdrawn from the agenda and is replaced by M&C
21-0772 which will be removed the Consent Agenda for Council action
• The Proclamation
Council meeting
for Tay Day will be presented at the October 12, 2021,

b. Upcoming and Recent Events
City Manager Cooke advised that the City Council will not meet next Tuesday,
October 5, 2021 (National Night Out). However, there will be a Joint Work Session of
the Fort Worth City Council and Redistricting Task Force at 10:00 a.m. at the Fort
Worth Convention Center, Room 202.

City Manager Cooke called on Mike Crum, Public Events Director, who introduced
his new Public Events Assistant Director, Cynthia Serrano.

M&C 21-0645 (ALL) Enact Fiscal Year 2021 Year End Budget Adjustments by
Reallocating Resources, Operating Surpluses, Available Current -Year Revenues and
Available Fund Balance and Net Position to Offset Projected Shortfalls, Fund
Departmental Capital Projects and Outlays, Ratify All Transfers Between Budget
Categories and Authorize All Associated Transfers and Adopt Attached Appropriation

This presentation was moved to the October 12, 2021, Worksession agenda.
6. City Council Requests for Future Agenda Items and/or Reports
Council Member Williams: School crossing guard update; expanding to middle schools;
rules for public charter schools.
Council Member Flores: Neighborhood WiFi updates for Districts 2, 5, 8, and 9.
Council Member Firestone: Theft of catalytic converters.
There being no further business, Mayor Parker adjourned the meeting at 9:56 a.m.
