With a quorum of the City Council Members present, Mayor Pro tem Bivens called the
City Council Work Session of the Fort Worth City Council to order 3:02 p.m. on
Tuesday, October 12, 2021, in the City Council Chamber of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
City Manager Cooke advised that under Changes in Memberships on Boards and
Commissions, District 7 will also have an appointment in addition to District 3.
City Manager Cooke also advised that the resolution under Agenda Item 21-1759, will
be amended to replace Tracy Scott with Dr. Sharla Horton -Williams.

4. Overview of Significant Zoning Cases - Daniel Leal, Development Services
ZC-21-089 - Zoning from "I" Light Industrial to "D" High Density and is recommended
for approval
ZC-21-093 - Zoning is "E" Neighborhood to add additional use permit for a car wash
facility. Zoning Commission recommended approval; however, there has been significant
opposition communications received. If Council desires to proceed, approval will require
a super majority vote.
ZC-21-129 - Zoning from "E" Neighborhood Commercial to "F" General Commercial,
recommended for denial by the Zoning Commission as it is a significant deviation from
the comprehensive plan.
ZC-21-136 - Zoning from "A-43" One Family to "I" Light Industrial in the I35 Corridor.
Zoning Commission recommended approval; however, the applicant is requesting a
continuance.
ZC-21-146 - Zoning from "FR" General Commercial Restricted to add a conditional use
permit for a self -serve carwash facility. Zoning Commission recommendation is for
denial.
ZC-21-160 and ZC-21-166 - Are text amendments for "MU -I" Low Intensity Mixed Use
and "MU-2" High Intensity Mixed Use. Zoning Commission recommendation is for
approval with modifications as proposed by the Urban Design Commission.

6. Strategies for Response to Fireworks Issues in Neighborhoods on Fourth of

7. City Council Requests for Future Agenda Items and/or Reports
Council Member Moon - City Charter Amendment Election in May 2022. Review items
Council Members may want considered on the May 2022 ballot.
Council Member Beck - Review of City Code and ordinances pertaining to regulating
activities (bars/businesses) to strengthen protection of residents; How comparable cities
formulate their Council budgets for each Council Member and if they provide
discretionary funds for the elected officials and what are the staffing levels; Municipal
Court presentation on what are their current outreach efforts to the community,
innovations moving forward (Veteran's Diversion Court).
Council Member Williams - Update on mowing of medians and rights -of -way to include
costs.
Council Member Crain - Access into gated apartment complexes/multi-family areas for
first responders.
There being no further business, Mayor Pro tem Bivens adjourned the meeting at 4:53
p.m.
