HomeMy WebLinkAbout(0027) M&C 21-0822City of Fort Worth, Mayor and DATE: 10/19/21 Texas Council Communication M&C FILE NUMBER: M&C 21-0822 LOG NAME: 55AFW TAXIWAY PAPA EXTENSION PHASE II CONSTRUCTION AGREEMENT SUBJECT (CD 7) Authorize the Execution of a Construction Contract with Mario Sinacola and Sons Excavating, Inc., in an Amount Up to $5,632,393.08 for the Construction of Phase II of the Taxiway Papa Extension Project at Fort Worth Alliance Airport RECOMMENDATION: It is recommended that the City Council authorize the execution of a construction contract with Mario Sinacola and Sons Excavating, Inc., in an amount up to $5,632,393.08 for the construction of Phase II of the Taxiway Papa Extension project at Fort Worth Alliance Airport (City Project No's. 103000 and 103668). DISCUSSION: The Aviation Department is seeking City Council approval to authorize the execution of a construction contract with Mario Sinacola and Sons Excavating, Inc. (Sinacola), in an amount up to $5,632,393.08 for the construction of Phase II of the Taxiway Papa Extension project (Project) at Fort Worth Alliance Airport (Airport). On June 4, 2021 and June 9, 2021, the Project was advertised in the Fort Worth Star -Telegram. On July 1, 2021, the City received three sealed bids for the Project. The bids received are as follows: OFFERERS Bid Schedule 1 Bid Schedule 2 J Bid Schedule 3 Mario Sinacola and Sons Excavating, Inc. $5,632,393.08 $9,747,237.21 $13,420,071.31 Austin Bridge & Road, Inc. $5,729,867.94 $10,017,781.67 $12,963,294.46 Head, Inc. $6,317,485.17 $10,696,434.15 $14,174,324.62 After bids were received and reviewed, Sinacola was selected for the Project. Only bid schedule 1 will be awarded. The location of this Project is on the southwest corner of the Airport (see attached map), and will connect the currently -ongoing construction of Phase I of the Project to existing Taxiway Delta. This taxiway extension will eventually provide a connecting surface at the midpoint of the runway, greater ease of access to tenants on the west side of the Airport, and allow for better overall operational efficiency. This Project also provides additional public protection along the west perimeter of the Airport by providing a larger protection zone that will enhance the margin of safety on airport property ground in accordance with Federal Aviation Advisory Circulars. Taxiway Papa construction will be divided into multiple phases to match available funding. Federal Aviation Administration (FAA) Discretionary Grant funding is being used for this project. Mario Sinacola and Sons Excavating, Inc. is in compliance with the City's DBE Program by committing to 14% DBE participation on this Project. The City's DBE goal on this Project is 14%. Since no City salaries will be charged to this grant, indirect cost recovery does not apply. ADVISORY BOARD APPROVAL — On March 11, 2021, the Aviation Advisory Board voted to recommend that the City Council approve the Aviation Department's Five -Year Capital Improvement Plan. The Taxiway Papa Extension project was part of the approved plan. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Muni Airport Grants Federal Fund for the AFW Taxiway Papa Ext Phase II and AFW Taxi Papa Ext Phase III projects to support the approval of the above recommendation and execution of the contract. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds.
