(ALL) Authorize the Conveyance of a Reclaimed Water Flush Line Easement at Dallas -Fort Worth International Airport to the City of Fort Worth for
the Installation of a Flush Line to Serve the Reclaimed Water System Maintained by the City of Fort Worth on the Airport
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the conveyance of a reclaimed water flush line easement on property located at Dallas Fort -Worth International Airport to the City
of Fort Worth for the installation of a flush line to serve the reclaimed water system maintained by the City of Fort Worth on the Airport; and
2. Authorize the City Manager or his designee to execute and record the appropriate instruments.
DISCUSSION:
The City of Fort Worth (City) has an existing easement for a reclaimed water line on Dallas -Fort Worth International Airport (Airport) property. When
the lines were first connected, the Airport opened its end of the reclaimed water line and the only thing that flowed was mud. It was found that the
line was full of debris and needed to be flushed and cleaned out from the Fort Worth system to the Airport. The pipeline was cleaned, and a flush
line was constructed as a debris removal point. The flush line was not in the original design, and not part of the original easement. This easement
will allow for the flush line which is adjacent to the existing waterline easement. As this system is necessary to the Airport, no compensation is to be
paid by the City.
The Dallas -Fort Worth International Airport Board (Airport Board) originally approved this easement in 2017. However, at the time, staff was
planning on bringing this easement with another project that would require easements for Owner City Approval. That project ended up being
delayed, thus, staff is bringing the easements for approval now.
This Mayor and Council Communication (M&C) authorizes the City, as one of the owner -cities, to convey the necessary easement rights to the City
for the water flush line discussed above.
The Airport Board originally approved and authorized for the reclaimed water flush line easement rights on April 13, 2021, via Official Board
Resolution No. 2017-04-089.
Both state law and the 1968 Contract and Agreement between the City of Dallas, Texas and the City of Fort Worth, Texas require that all real
property transactions must be approved by the City Council of both cities. The Dallas City Council is expected to approve this transaction on
October 13, 2021.
This M&C does not request approval of a contract with a business entity.
