CITY SECRETARY CONTRACT NO. 52411
AGREEMENT FOR SERVICES
This THIRD RENEWAL OF FORT WORTH CITY SECRETARY CONTRACT
NO. 52411 ("Renewal") is made and entered into by and between the City of Fort Worth, a
home-rule municipal corporation of the State of Texas ("City"), acting herein by and through its
duly authorized Assistant City Manager, and International Sister Cities Association of Fort
Worth, Inc., a Texas non-profit corporation ("Contractor"), acting herein by and through its duly
authorized Executive Director. The City and Contractor are individually referred to as a "party"
and collectively referred to as the "parties."
WHEREAS, City and Contractor are currently parties to an agreement for certain
services related to the relationship between the City and its Sister Cities counterparts, the same
being Fort Worth City Secretary Contract No. 52411 (the "Agreement"); and
WHEREAS, the Agreement provides for a one-year Initial Term with options for up to
four, one-year Renewal Terms; and
WHEREAS, the parties wish to renew the Agreement for a third Renewal Term.
NOW, THEREFORE, the City of Fort Worth and Contractor do mutually covenant and agree
as follows:
1.
City and Contractor hereby agree to renew and extend Fort Worth City Secretary
Contract 52411 for a third Renewal Term of one (1) year, beginning on October 1, 2021,
and ending September 30, 2022, unless terminated earlier in accordance with the
Agreement.

In consideration of the Services to be performed under the Agreement, the City shall pay
Contractor in one installment the sum total of Fifty Thousand ($50,000.00) ("Funds) for
the third Renewal Term.
3.
All terms and provisions of City Secretary Contract 52411 shall remain in full force and
effect throughout the third Renewal Term unless specifically amended herein.
IN WITNESS WHEREOF, the parties hereto have executed this agreement in multiples in Fort
Worth, Tarrant County, Texas.

HEARING:
SUBJECT: Authorize Execution of a Five-Year Contract with International Sister Cities Association of
Fort Worth, Inc., to Administer the Fort Worth Sister Cities Program in the Amount of

RECOMMENDATION:
It is recommended that the City Council authorize the execution of a five-year contract with
International Sister Cities Association of Fort Worth, Inc., to administer the Fort Worth Sister Cities
Program to cultivate relationships and international understanding among youth, adults, businesses
and organizations with funding in the amount of$50,000.00 each year.
DISCUSSION:
As part of the Fiscal Year 2019 budget process, the City Manager has recommended financial
support for International Sister Cities Association of Fort Worth, Inc., (Sister Cities) in the amount of
$50,000.00 to administer the Fort Worth Sister Cities Program. Sister Cities strives to cultivate
relationships and international understanding among youth, adults, businesses, and organizations
through educational, leadership and exchange programs that promote tourism and commerce in the
City of Fort Worth and produce economic and public benefits for the entire Fort Worth community.
Since inception of the local program in 1985, Sister Cities has facilitated relationships between the
City of Fort Worth and eight cities across the globe: Reggio Emilia, Italy; Trier, Germany; Nagaoka,
Japan; Bandung, Indonesia; Budapest, Hungary; Toluca, Mexico; Mbabane, Swaziland; and Guiyang,
China.
If approved, the Agreement would be for a term of five years.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation and the adoption
of the Fiscal Year 2019 budget by the City Council to include the above referenced item, funds in the
amount of$50,000.00 will be available in the Fiscal Year 2019 Operating Budget, as appropriated, of
the General Fund, City Manager's Office for expenses associated with this contract. Prior to an
expenditure being made, the Department has the responsibility to validate the availability of
funds. Future year appropriations are subject to Mayor and Council approval.

RECOMMENDATION:
It is recommended that the City Council amend Mayor and Council Communication C-28859 to provide a
one-year initial term with four, one-year renewal options, for the contract with International Sister Cities
Association of Fort Worth, Inc., to administer the Fort Worth Sister Cities Program to cultivate relationships
and international understanding among youth, adults, businesses and organizations with funding in the
amount of$50,000.00 in the first year.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to amend the prior City Council
authorization for the contract with International Sister Cities Association of Fort Worth, Inc., (Sister Cities) to
administer the Fort Worth Sister Cities Program in order to restructure the term of the agreement.
As part of the Fiscal Year 2019 budget process, the City Council approved $50,000.00 for financial support
for Sister Cities to administer the program during FY2019. On September 25, 2018, the City Council
authorized execution of a five-year agreement with Sister Cities for the same amount ($50,000.00) each
year (M&C C-28859).
Sister Cities requested that the term of the agreement instead be structured as a single-year initial period
with four one-year renewal options and would like to continue conversations with the City about possible
changes to the funding amount in future fiscal years.
Approval of this M&C would authorize structuring the contract to have an initial one-year term and four
renewal options of one year each. Changes to funding in future years would require further City Council
action as part of the annual budget process and possibly also additional M&Cs.

Since its inception in 1985, Sister Cities has researched and secured nine international partner cities with
similar goals including Reggio, Italy; Trier, Germany; Nagaoka, Japan; Bandung, Indonesia; Budapest,
Hungary; Toluca, Mexico; Mbabane, Eswatini; Guiyang, China and this year, Nimes, France.
Last year, Fort Worth was recognized as having the "Best Sister Cities" program in the United States.
