HomeMy WebLinkAboutOrdinance 16973-05-2006Ordinance No. 16973-05-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $265,386, SUBJECT TO RECEIPT 01= A GRANT FROM THE U.S. SMALL BUSINESS ADMINISTRATION FOR THE PURPOSE OF OPERATING THE FORT WORTH WOMEN'S BUSINESS CENTER; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCiL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $265,386, subject tq receipt of a grant from the U.S. Small Business Administration for the purpose of operating the Fort Worth Women's Business Center. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdic#ion, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Na. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of khis ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to execute a Grant Administration Contract (the Contract} with the Fort Worth Business Assistance Center (the BAC), to receive and administer grant funds from the U.S. Small Business Administration {SBA) and awarded to the BAC to operate the Fort Worth Women`s Business Center (WBC); 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $265,383; 3. Authorize the transfer of $'14,303 from the WBC's budget in the general fund to the grants fund as partial match far the grant; 4. Authorize the use of $68,390 from the BAC allocation in the C©BG grants fund as partial match for the grant; 5. Authorize the transfer of $5©,000 to the grants fund from those City Allocated Funds received from the University of North Texas Health Science center pursuant to a special item appropriation from the State of Texas in accordance with City Secretary Contract No. 32474 and that are budgeted therein for "Business Assistance Services" for Tech Fort Worth and the WBC; 6. Apply direct costs associated with grant accounting services as identified in the Contract. ®ISCUSSION: The Fort Worth Business Assistance Center (BAC) has received notice of an award of "performance based funding" from the Small Business Administration (SBA) to continue operation of the Fort Worth Women's Business Center at the BAC. The grant, in the amount of $132,693.00, covers the period September 30, 2005 -September 29, 2006. One hundred percent match is required for this federal funding and is provided by the fallowing: BAC CDBG A!lacation WBC State of Texas Grant WBC General Fund Totai Match $68, 390.00 $50,000.00 14 303.00 $'! 32,693.00 Lagname: 17SBACONTRACT Page 1 of 2 Municipal entities are not eligible recipients of these granfi funds. The Fort Worth Business Assistance Center, a 501(c)(6) non-profit corporation, received the cooperative agreement from the SBA and is allowed to contract with the City of Fort Worth to administer the funds. A contract between the Cifiy and the BAC covering the original five-year SBA award was approved April 17, 2001, (M&C C-18548). This contract expires on June 30, 2006, and will be extended to cover the mast recent grant, which expires September 29, 2006. The terms of the Contract will be concurrent with the terms of the SBA grant. Under the Contract, the City will provide accounting and human resources services to the WBC, and upon request, submit the accounting records of the WBC to the SBA for reimbursemenfi and audit. The Women`s Business Center is located in COUNCIL DISTRICT 8. FISCAL 1NFORMATIONICERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of hte attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
