AMENDMENT No. 1
TO CITY SECRETARY CONTRACT
WHEREAS , the City of Fort Worth (CITY) and Half
Associates, Inc. , (ENGINEER) made and entered into City Secretary
Contract No. 55171, (the CONTRACT) which was authorized on the
15th day of December, 2020 in the amount of $530,314 . 00; and
WHEREAS , the CONTRACT involves engineering services for the
following project:
Northside IV 24-Inch Water Transmission Main Phase 1B; and
WHEREAS , it has become necessary to execute Amendment No. 1
to the CONTRACT to include an increased scope of work and revised
fee .
NOW THEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives , enter into the
following agreement, which amends the CONTRACT:
1 .
Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal letter
attached hereto and incorporated herein. The cost to City for the
additional design services to be performed by Engineer totals
$123,768 . 00 .
2 .
Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall be an
amount of $654 ,082 . 00 .
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

RE: Amendment No. 1 —Northside IV 24-inch Water Line
City Project No. 102687
Dear Ms. Abbe:
Halff Associates is pleased to present this Amendment No. 1 for additional services to City Project
No. 102687. Amendment No. 1 includes the effort necessary to design a transfer valve vault for the
proposed pipeline. Although a transfer valve was considered during the negotiations of the original
contract, the City ultimately decided not to include the design work associated with that valve in the
project. The transfer valve vault is planned to be a cast in place concrete vault, including a motor
operated valve,pressure sustaining valve, and flow meter. The transfer valve vault design scope will
include civil/mechanical, structural, electrical,instrumentation, and control engineering. To perform
the EIC engineering,Halff will add a new team member to conduct those services: Gupta Associates,
Inc. GAI is a qualified business equity (MBE/WBE) firm. To support the structural design, a
previously budgeted Geotech bore will be located at the proposed vault site, so the amendment does
NOT increase the cost of geotechnical services on the project. This amendment does NOT include
the addition of automatic flushing station. Per direction from the City, a fire hydrant will be located
along the pipeline at the desired flushing location.
Additionally,this Amendment also includes budget for SUE work on the project. The budget included
in this amendment corrects a formula error in the original contract. Although the budget for SUE
services on the project for$68,680 was agreed to in the original contract negotiations,a formula error
in the LUE spreadsheet excluded that amount from the contract total. To correct that error, this
amendment adds$68,680 to the contract total to cover SUE services. The Level of Effort spreadsheet
for Amendment 1 is attached for reference.

TASK 3. PRELIMINARY DESIGN (60 PERCENT).
Preliminary plans and specifications shall be submitted to CITY on the transfer vault as part of
the overall project package, per the approved Project Schedule.
ENGINEER will develop the preliminary design of the transfer vault as follows.
3.1. Development of Preliminary Design Drawings and Specifications shall include the
following:
• Civil/mechanical preliminary design, including vault location and dimensions
• Structural preliminary design
• Electrical, Instrumentation, and Control preliminary design
ASSUMPTIONS
• Automated flushing valve vault is NOT included in this scope.
• Transfer valve vault will be located close to the north end of the 36-inch Chapel Hill
water line along Bus US Hwy 287, near the intersection of Muscogee Drive. Land or
easement acquisition for the transfer vault is NOT included in this scope.
• Valve will be placed a typical water line depth.
• Structural design based upon the 13 borings previously obtained as part of the
original Engineering Agreement.
• New electric service will be required
• No generator will be installed
• Transfer vault will consist of a motorized valve and flow meter. Typical vault
appurtenances such as receptacles, lights, etc. will be included.
• An RTU cabinet will be installed for remote communications. There is no automatic
control, only local and remote manual control.
DELIVERABLES
A. Preliminary Design drawings and specifications for the Transfer Vault will be included
with the overall Preliminary Design package
B. A preliminary design memo describing the EIC components of the vault will be
provided.
TASK 4. FINAL DESIGN (90 PERCENT) AND FINAL CONSTRUCTION DOCUMENTS (100
PERCENT).
Upon approval of the Preliminary plans, ENGINEER will prepare construction plans as
described in the original Engineering Agreement, and will include drawings and specifications
for the Transfer Vault:
• Civil/mechanical design
• Structural design
• Electrical, Instrumentation, and Control design
DELIVERABLES
A. Design drawings and specifications for the Transfer Vault will be included with the
overall Design package
TASK 5. BID PHASE SERVICES.
ENGINEER will support the bid phase of the Transfer Vault as described in the original
Engineering Agreement.
TASK 6. CONSTRUCTION PHASE SERVICES.
ENGINEER will support the construction phase of the Transfer Vault as described in the original
Engineering Agreement.
TASK 8. SURVEY AND SUBSURFACE UTILITY ENGINEERING SERVICES.
ENGINEER will provide Subsurface Utility Engineering services as described in the original
Engineering Agreement.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No. 1 in the amount of$123,768.00 to City Secretary Contract
No. 55171 with Halff Associates, Inc. for additional design services for the Northside IV 24-Inch
Water Transmission Main Phase 1 B Project for a revised contract amount of$654,082.00; and
2. Adopt the attached appropriation ordinance adjusting appropriations in the Water/Sewer Bond 2016
Fund by increasing appropriations in the amount of$423,768.00 for the Northside IV 24-inch Water
Transmission Main Phase 1 B project (City Project No. 102687) and decreasing appropriations in the
Unspecified project (City Project No. UNSPEC) by the same amount.
DISCUSSION:
On December 15, 2020, Mayor and Council Communication (M&C) 20-0983, the City Council authorized
an engineering agreement with Halff Associates, Inc., in the amount of$530,314.00 for the preparation of
plans and specifications for the Northside IV 24-Inch Water Transmission Main Phase 1 B project.
Amendment No. 1 will provide for the design of a transfer station that will allow emergency transfer of
water between the Northside III and Northside IV pressure planes as well as fund subsurface utility
exploration for design of the transmission main.
In addition to the amendment amount, an additional $300,000.00 is necessary for real property
acquisition.

Business Equity: Halff Associates, Inc. is in compliance with the City's DBE Program by committing to 25
percent DBE participation on this amendment. The City's DBE goal on this project is 12 percent.

FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified -ALL FUNDS project
within the Water/Sewer Bond 2016 Fund and upon approval of the above recommendations and adoption
of the attached appropriation ordinance, funds will be available in the Water/Sewer Bond 2016 Fund for
the NS IV 24"Water Main Phase 1 B project to support the approval of the above recommendations and
execution of the amendment. Prior to an expenditure being incurred, the Water Department has the
responsibility of verifying the availability of funds.
