AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL PROTECTION FUND IN THE
AMOUNT OF $3,500.00, SUBJECT TO RECEIPT OF A $3,000.00 MONETARY
DONATION FROM AIR NORTH TEXAS AND A $500.00 MONETARY DONATION
FROM CLEAN AIR TEXAS, FOR THE PURPOSE OF AIR QUALITY OUTREACH
EFFORTS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Environmental Protection Fund in the amount of $3,500.00, subject to receipt of a $3,000.00 monetary
donation from Air North Texas and a $500.00 monetary donation from Clean Air Texas, for the purpose of
Air Quality Outreach efforts.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remai wing portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-20 1 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of Donations from Air North Texas in the Amount of$3,000.00 and from Clean Air
Texas in the Amount of$500.00 for Use in Air Quality Outreach Programs, Increase Estimated Receipts
and Appropriations in the Environmental Protection Fund and Adopt Appropriation Ordinance (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of a monetary donation in the amount of$3,000.00 from Air North Texas for Air
Quality Outreach Efforts;
2. Authorize acceptance of a monetary donation in the amount of$500.00 from Clean Air Texas for Air
Quality Outreach Efforts; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Protection Fund in the amount of$3,500.00.

DISCUSSION:
The North Central Texas Council of Government's -Air North Texas and the North Texas Commission's -
Clean Air Texas wish to donate monetary funds so the City of Fort Worth may perform Air Quality
Outreach. The funds will be used to purchase promotional materials such as beach balls that contain an
air quality message.
The City of Fort Worth is part of a 10-county region in North Texas currently in "non-attainment" for ozone
pollution under the U.S. Environmental Protection Agency standard. Although the Fort Worth/Dallas non-
attainment region has seen some improvement, the EPA continues to reduce the allowable amount of
ozone thus making the standard even harder to reach. Air pollution season runs from March 1 to October
31 of each year.
Promotional materials will focus on advising residents on who should and when to curtail outside activities
based on the Air Quality Index (AQI) colors and inform residents about reducing ozone-creating activities.
This project will affect ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon authorized acceptance of the donation

and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Environmental Protection Fund. The Transportation and Public Works
Department is responsible for the collection and deposit of funds.
