COUNTY OF TARRANT WHEREAS, The City of Fort Worth and Elements of Architecture, Inc., (Consultant) made and entered into City Secretary Contract No. 53302 (The Contract) which was was administratively executed in the amount of $39,150.00 including $6,500.00 in reimbursable expenses for Phase 1 — Schematic Design Phase Services, the 19th day of December 2019, for City of Fort Worth Police Department, SWAT Vehicle Storage Facility; and WHEREAS, further amendment is necessary to reimburse the Consultant as part of the design services agreement for additional design services for Phase 2 — Design Development, Construction Documents, Bidding, and Construction Administration services. NOW THEREFORE, City and Consultant, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1 . Article I — Scope of Services, Paragraph (3) shall be added to read as follows: (3) Provide additional design services for the design and detailing of the new facility to house Police SWAT vehicles. The cost of this additional service is $126,175.00 with no additional reimbursable expenses. The scope of services is described more fully in Elements of Architecture, Inc.'s Letter dated October 28, 2019 and revised May 27, 2021 , subject: "Proposal for A/E Services — SWAT New Facility, Bob Bolen". 2. Article II — Compensation, first paragraph, is amended as follows: "Consultant shall be compensated in accordance with the Fee Schedule shown in Attachment "C". Payment shall be considered full compensation for all labor, materials, supplies, and equipment necessary to complete the services described in Attachment "C". However, the total fee paid by the City shall not exceed a total of $165,325.00 unless the City and the Consultant mutually agree upon a fee amount for additional services and amend this Agreement accordingly." DISCUSSION: The new Fort Worth Police Department's Special Weapons and Tactics(SWAT)Vehicle Storage Facility will be located at the Bob Bolen Public Safety Complex on Felix Avenue. This eight bay storage facility will provide sheltered storage for expensive specialized vehicles that could be damaged by prolonged ultra violet exposure. This project will be Crime Control and Prevention District(CCPD)funded. A request for Statements of Qualifications(SOQ)was advertised in the Fort Worth Star-Telegram on January 17, 2019 and January 24, 2019. Seven SOQs were received February 14, 2019, from the following firms: • Elements of Architecture, Inc. • Hahnfeld Hoffer Stanford • Komatsu/Rangel, Inc. d/b/a Komatsu Architecture • Quorum Architects, Inc. • Randall Scott Architects, Inc. • RPGA Design Group, Inc. • Schwarz-Hanson Architects A selection team composed of members of the Police Department, Diversity and Inclusion Department, and Property Management Department, reviewed these proposals and met on March 8th, 2019 to create a short list for interviews. Interviews were conducted on May 8, 2019. On December 19, 2019, staff administratively authorized an architectural services agreement with Elements of Architecture, Inc., in the amount of$39,150.00 to provide programming and schematic design services and establish an initial construction budget. The selection committee recommends that the City Council authorize the execution of Amendment No.1 to the architectural services agreement with Elements of Architecture, Inc., in the amount of$126,175.00, for a total contract value of$165,325.00,to complete architectural design and provide construction administration services for the new SWAT vehicle storage facility. Business Equity-Elements of Architecture, Inc. is in compliance with the City's BIDE Ordinance by committing to 50%SBE participation on this project. The City's SBE goal on this project is 10%. This project is located in COUNCIL DISTRICT 9. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds will be available in the current capital budget, as previously appropriated, in the CCPD Capital Projects Fund for the PD SWAT Vehicle Storage project to support the approval of the above recommendation and execution of the amendment to the agreement. Adjustment in fee given the extended delay of this project and the increases in personnel costs thus costs associated with the project. 3. Overhead doors with 15' height and manual operations in addition to power operated. 8. Provide a work area for computer and power with workstation to be FF&E. 10. Boundary Survey 2. Topographic Survey 3. Preliminary/Final Plan Programming/Schematic Design Phase 1. Provide listing of questions for specific programming requirements. Provide at the onsite of approval to proceed for users to address 2. Meeting with stakeholders to review answers to questions provided and review specifics for new spaces. This is in addition to the scoping meeting already performed. 3. Develop program document for consolidation of information and direct of design (this maybe in the form of meeting minutes from item above). 4. From information provided, develop proposed layout illustrating main building elements. Provide narrative for building systems. 5. Develop Opinion of Probable Construction Cost for proposed modifications. Design Development Phase 1. Based on the approval from the COFW on SD phase package, prepare construction documents based on a set of documents bidding of the project. 2. Develop documents to DD level (25%) and submit for review/approval. 3. Provide an updated Opinion of Construction Costs. Construction Documents Phase 1. From approval of the DD Phase, develop construction documents. 2. Update the Opinion of Probable Construction Costs. 4. Submit construction documents for review only. 5. Modify documents as required per City review. 6. Final Construction Documents and provide to the city for distribution. 7. Submit documents for TDLR review. 8. Submit documents for permitting to the city and coordinate this effort through receipt of building permit for general construction. Bidding Phase 1. Orchestrate a Pre-Bid meeting 2. Provide any addenda for clarification to the documents. 3. Review bids and evaluate 3 best bidders. 9. Review meeting for GC selection with the City and stakeholders. Construction Administration Phase 1. Bi-weekly OAC meetings during construction with an assumption of 7 months of construction for a total of 12 meetings. 2. Respond to any RFI's for clarification to the documents. 3. Review of testing laboratory reports. 4. Review of Shop drawings and other submittals as stipulated in the construction documents. 5. Punchlist of space to review conditions and generate a list of deficiencies to design intent. 6. Prepare record documents from as-built documents. Exclusions and Qualifications to This Proposal: 1. Proposals for each consultant are attached with the information included as if provided within this proposal. PROPOSED FEE Labor We propose to provide our services as identified in this proposal for the lump sum amount as follows: Surveys $ 14,800 Schematic Design Phase $ 17,850 Design Development Phase $ 24,170 Construction Documents Phase $ 54,610 Bidding Phase $ 5,800 Construction Administration Phase 41,595 Project Total $158,825 Expenses Reimbursable expenses are in addition to the labor fees listed above and include costs incurred as required for the project such as TDLR submittal, Permit application, printing costs, etc. Expenses are estimated at$6,500.
