AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $42,440.00,
DECREASING THE UNASSIGNED GENERAL FUND BALANCE BY THE SAME
AMOUNT, FOR THE PURPOSE OF UTILIZING LEADSONLINE INVESTIGATION
SYSTEM IN IDENTIFYING STOLEN MERCHANDISE RELATED TO CRIMES;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Fund in the amount of$42,440.00, decreasing the unassigned General Fund balance by the same
amount, for the purpose of utilizing LeadsOn-line Investigation System in identifying stolen merchandise
related to crimes.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 2041 1-09-201 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Dealers and Adopt Supplemental Appropriation Ordinance in the General Fund and Decrease the
Unassigned Fund Balance in the Amount of$42,440.00 (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of a three year Agreement with LeadsOnline for use of the LeadsOnline
Investigation System for the purpose of identifying stolen merchandise related to crimes such as scrap
metal theft or other items reported by pawn shop owners and second hand scrap metal dealers; and
2. Adopt a supplemental appropriation ordinance increasing appropriations in the General Fund in the
amount of$42,440.00 and decreasing the unassigned general fund balance by the same amount.
DISCUSSION:
Scrap metal dealers in the City have the ability to report all purchases to LeadsOnline, a reporting
software firm which assists law enforcement agencies in deterring scrap metal and property
theft. Through its website, LeadsOnline operates and maintains a database that is accessible
electronically by law enforcement agencies for the sole purpose of identifying stolen merchandise. The
current contract allowed for 30 licenses and expired on January 31, 2013. LeadsOnline has upgraded its
services to include an unlimited number of user licenses. The proposed contract will allow the Police
Department to increase the number of licensed users and take more proactive steps to combat metal
theft.
LeadsOnline is the sole source provider of electronic data transfer services for both pawn shops and scrap
metal dealers. Additionally, LeadsOnline connects Fort Worth investigators to a network of law
enforcement agencies throughout the United States, including more than 750 agencies in Texas and the
contiguous states. Features include, but are not limited to, online reporting system for all
pawn/secondhand stores and scrap metal dealers, images of property, vehicles, etc. as provided by
reporting businesses, store monitor compliance tools and Report It Citizen Property Inventory System.
The Fort Worth Police Department has been using the reporting services of LeadsOnline since 2002. This
procurement renews the existing services.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations

and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budgets, as appropriated, in the General Fund. Upon approval, the unassigned fund balance of
the General Fund will be below the minimum reserve as outlined in the Financial Management Policy
Statements.
