AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $400,000.00. UPON RECEIPT OF A GRANT
FROM THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY FOR
HAZARDOUS SUBSTANCE AND PETROLEUM ASSESSMENT FUNDS FOR THE
PURPOSE OF FUNDING THE BROWNFIELDS ECONOMIC REDEVELOPMENT
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009, there
shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
X400,000.00, upon receipt of a grant from the United States Environmental Protection Agency for
Hazardous Substance and Petroleum Assessment Funds for the purpose of funding the Brownfields
Economic Redevelopment Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shaA in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said can#licting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Economic Redevelopment Program and Adapt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Gouncil:
1. Authorize the Gity Manager to accept a grant from the United States Environmental Protection Agency
in the amount of $400,000.00 for Hazardous Substance and Petroleum Assessment Funds for the
Brownfields Economic Redevelopment Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $400,000.00.
DISCUSSION:
The City Council approved M&C G-16343 on November 11, 2008, authorizing the Gity Manager to apply
for a grant from the United States Environmental Protection Agency (EPA} in the amount of $400,000.00
for Hazardous Substance and Petroleum Assessment Funds for the Brownfields Redevelopment
Program. On May 8. 2009, the City of Fort Worth (City} was selected to receive a Grant in the amount of
$400,000.00.
This grant will provide funding for hazardous substance and petroleum assessment of Brownfields for a
three year period (October 1, 2009, to September 30, 2012}. Hazardous substance and petroleum
assessments may include historical data searches ar actual collection of soil ar groundwater samples far
product analysis. The goals for the City's Brownfields Program {Program} during 2009-2012 include
assessment. cleanup and redevelopment of sites already identified by the Program, as wel! as the
continued inventory of new sites and maintenance of the database.
