HomeMy WebLinkAboutOrdinance 16979-06-2006Ordinance Na. 18979-D6-20D6 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIALLY FUNDED CAPITAL PROJECTS FUND IN THE AMOUNT OF $455,14fi FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRCT WITH TRI-TECH CONSTRUCTION, INC. FOR STORM DRAIN IMPROVEMENTS ON 14~" STREET, THROCKMORTON STREET, AND HOUSTON STREET; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDWG AN EFFECTIVE DATE. BE IT ORDAINf=D BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments far Fiscal Year 2DD5- 2D06 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Specially Funded Capital Projects Fund from available funds for the purpose of funding a contract with Tri-Tech Construction, Inc. for Storm Drain Improvements on 14"' Street, Throckmorton Street, and Houston Street. SECTiDN 2. That should any portion, section or part of a section of this ordinance be declared invaiid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shad be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance increasing appropriations in the Culture and Tourism Fund by $455,146.D0 ,and decreasing the unreserved, undesignated fund balance by the same amount; 2. Authorize the transfer of $455,146.DD from the Culture- and Tourism Fund to the Specially Funded Capital Projects l=und; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Specially Funded Capital Projects Fund in the amount of $455,146.DD, from available funds; and 4. Authorize the City Manager to execute a contract with Tri-Tech Construction, loc. in the amount of $395,425.D0 for Storm Drain Improvements on 14th Street, Throckmortan Street and Houston Street. ©ISCUSSlON: On January 24, 20D6, (M&C C-21263) the City Council authorized the City Manager to execute an engineering agreement with LopezGarcia Group, to prepare plans and specifications far storm drain, paving and traffic signal improvements on 12th Street, 13th Street, 14th Street, Thrackmorton Street and Houston Street. In order to expedite and to closely coordinate the relocation of aII existing public and private underground utilities located on the identified streets, the project was divided into two portions (storm drain and paving and traffic signs! improvements) far construction purposes. Council approval is being caught far construction of the storm drain improvements via this M&C and the paving and trafi:lc signal improvements will be advertised far bid at a future date. This project consisfs of the installation of a storm drain system an the following streets and wil! facilitate the construction of the Omni Hotel and the City parking garage, bath of which are proposed west of the Fart Worth Convention Center: Street 14th Street Thrackmortan Street From To Throckmorton Street Haustan Street 13th Street 14th Street L©gname: 303014TH Page 1 of 3 Houston Street 13th Street 14th Street After the proposed improvements are completed, al[ disturbed segments of paving will be permanently repaired with asphalt. The praject was advertised far bid an May 4 and 11, 2006. On June 1, 2006, the following bids were received: Bidder Amount Time of Completion Tri-Tech Construction, Inc. $395,425.00 45 Calendar Days Conatser Construction, inc. $447,75{}.00 Laughley Bridge and Construction, Inc. $483,920.00 Jackson Construction, Ltd $494,412.00 North Texas Contracting, Inc. $553,915.00 AUI Contractors, Inc. $70(3,503.00 In addition to the contract cost $39,950.00 is included for utility coordination, survey, inspection and other construction related tasks. In addition, $19,771.00 is provided for praject contingencies. MIVIIBE -Tri-Tech Construction, Inc. is in compliance with the City's MlWBE Ordinance by committing to 19% MIVIIBE participation. The City's goal on this project is 18%. The project is located in COUNCIL DISTRICT 9, Mapsco 77A. FISC/~L INFORM/~TIONICERTiFICATION: The Finance Director certifies that upon approval of the above recommendafiions and adoption of the attached appropriation ordinances, funds will be available in the current capital budget, as appropriated, of the Specially Funded Capital Projects Fund. The unreserved, designated fund balance of the Culture and Tourism l=and will be $12,198927.00 after this appropriation.
