It was used as overflow parking forthe community center. • If "non-residential" zoning is considered justification for Commercial rezoning, it opens up property adjacent to churches, community centers, parks, and their parking areas for commercial development. I don't believe that is logical, right, or following the intent of the Neighborhood Empowerment Zones (NEZ) initiative or the Fort Worth Comprehensive plan. Summary • Roads around the property are only 2 lanes and do not have turn lanes or other infrastructure to support retail business volume • No other retail properties in the area use the residential section of Yucca Ave or other neighborhood roads as their primary entrance or exit • Allowing the encroachment of retail commercial space off of Belknap and Beach into residential areas will undermine the NEZ initiative and redevelopment efforts of Race St, 281" St, Sylvania, Beach, and Belknap • The rezoning does not follow the Fort Worth Comprehensive Plan which designated this area as Single Family Residential in the past • Gilcrest Dr and the creek have traditionally been the divider between residential and commercial property on Yucca, and is a logical split for zoning • The proposed lots are directly adjacent to 3 different homes on 2 sides • Questions for Mr. Valerio: • Is this retail spaces peculative or a Build -to -Suit? • Are there contracts in place for which businesses will be there, and if so, what are they? • Is there a proposed timeline for construction in which the neighborhood will be subjected to construction noise? Speaker: Rick Herring ZC-21-010 Herring opposition points A number of years ago, as a result of efforts by the Carter Riverside Neighborhood Association, this residential area went through a City Council initiated re-zoningand it was determined at that time to maintain these lots as single family residential lots, thus the currentA-7.5 zoning. None of the surrounding conditions have changed sincethattime, so don't believe a zoningchange is warranted atthe currenttime. The City of Fort Worth Comprehensive Plan designatesthis location and all of Yucca Avenue west of this location as Single Family Residential. Gilcrest Drive is a natural and logical dividing line between residential zoning and the commercial zoning to the east towards Beach Street; the building in CF zoning immediately to the east of the site is oriented AWAY from the residential uses. This zoningchange application is blatant commercial encroachment intoa singlefamily neighborhood; concern of further commercial encroachment to the west.
