TO REVISE THE NEAR SOUTHSIDE DESIGN STANDARDS ye7'3 Staff is proposing Zoning Ordinance text amendments for the Near Southside Design Standards and Guidelines, as requested by Near Southside, Inc. The purpose of the amendments is to add flexibility to the current code, maintain high standards of design, and to update exhibits and references. Changes are being recommended to the design standards in the Streets and Public Spaces, Building Location and Orientation, Building Height, and Architectural Standards sections of the code. Specifically, the amendments are as follows: 1) Limit the height of shrubs in the street tree/furniture zone to 36 inches to allow clear visibility from the street. 2) Adjust rear setback requirement from 3 feet to 0 feet, mirroring current front and side setback requirements. 3) Adjust the rules for building height to permit structures that project no greater than 10 feet above roof height and do not occupy more than 25% of the roof area. This is to support greater flexibility in rooftop uses, such as terraces and patios. 4) Adjust rules and visual guidance for commercial ground floor transparency to improve visibility to the inside of the building. Visibility to the inside of the building means that the area inside the building within 8 feet from the surface of the window glass at pedestrian eye level is at least 75 percent open to perpendicular view. 5) Adjust mobile food court review such that up to two (2) mobile food truck vendors may locate on a parcel without being subject to the mobile vending food court ordinance.
