HomeMy WebLinkAbout2021/11/09-Attachments-M&C 21-0829City of Fort Worth, Mayor and Texas Council Communication DATE: 11/09/21 M&C FILE NUMBER: M&C 21-0829 LOG NAME: 03EAST REGIONAL LIBRARY PUBLIC ART IMPLEMENTATION SUBJECT (CD 4) Authorize Execution of an Artwork Implementation Agreement with GMK Steel Buildings LLC for a Sculptural Installation Titled Wildflower Designed by FYOOG LLC for the East Regional Library Project, 6301 Bridge Street, 76112, in an Amount of $103,600.00 for Fabrication, Delivery, Installation and Contingencies RECOMMENDATION: It is recommended that the City Council authorize execution of an artwork implementation agreement with GMK Steel Buildings LLC for a sculptural installation titled Wildflower designed by FYOOG LLC for the East Regional Library project, 6301 Bridge Street, 76112, in an amount of $103,600.00 for fabrication, delivery, installation and contingencies. DISCUSSION: On March 2, 2021, City Council authorized the execution of an Artwork Commission Contract with FYOOG LLC to fabricate and installation a sculptural installation titled Wildflower for the East Regional Library (M&C 21-0136). During subsequent contract negotiations, FYOOG LLC stated that they did not have the capacity to undertake this contract at this time. The artists instead recommended that the City directly contract with company that would have been their subcontractor, GMK Steel Buildings LLC, as they have a long working relationship and trust that their vision will be implemented according to their design. The purpose of this M&C is to authorize an artwork implementation contract with GMK Steel Buildings LLC so that the artwork may be fabricated and installed as soon as possible. Fort Worth Art Commission (FWAC) Recent Actions: On December 14, 2020, the FWAC approved the artists' final design, with revisions that address previously unknown site conditions. On August 16, 2021, the FWAC recommended that design artist team FYOOG LLC's designee, GMK Steel Buildings LLC, be contracted to implement the design. The project is included in the Fort Worth Public Art Fiscal Year 2021 Annual Work Plan, adopted by the Fort Worth City Council on September 22, 2020 (M&C 20-0678). All permits required for this project shall be obtained, however, the City shall waive any fees for these permits as this project is funded by City bond funds. Council Member Cary Moon concurs with the FWAC's recommendation to proceed with the Commission of the East Regional Library Public Art project. This project is located in COUNCIL DISTRICT 4. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Specially Funded Projects Fund for the East Regional Library Public Art project to support the approval of the above recommendation and execution of the commission contract.
