RECOMMENDATION:
It is recommended that the City Council authorize the execution of a Final Design and Commission Contract Gordon Huether + Partners, Inc, in an
Amount up to $268,578.00 for Final Design, Fabrication, Delivery, Installation and Contingencies for Artwork at the South Patrol Division, 8800
McCart Avenue, 76123.
DISCUSSION:
Gordon Huether's design features a large stainless -steel sphere, approximately seven (7) feet in diameter, supported by blue metal fins. The
sculpture serves as a metaphor for the officers in blue supporting the community, while the mirror -finished sphere literally reflects that community
and the officers as a part of it. Commanding yet welcoming, the piece is imagined as a bridge between the two and makes them one. The work
will be located near the corner of the site on a low circular plinth that will include the facility name, "South Patrol Division". Technical details will be
designed under the Final Design portion of the proposed contract.
During Mr. Huether's micro -residency with the Fort Worth Police Department (FWPD) during the summer of 2020, he learned that one of the
officers' main goals is to be recognized as members of the community, and that the Fort Worth Police Department is actively working to strengthen
its relationship to the community. The design is the result of input from the Fort Worth Police Department, the Project Core Team of community
stakeholders and members of the Fort Worth Art Commission.
Fort Worth Art Commission (FWAC) Action: On July 19, 2021, the FWAC approved the Revised Preliminary Design and recommended that
the artist be placed under a Final Design and Commission Agreement.
Funding for the project has been allocated from the 2018 Bond Program as part of the Public Art Plan for the 2018 Bond Program, adopted by
the Fort Worth City Council on October 16, 2018 (M&C G-19401). The project was included in the Fort Worth Public Art Fiscal Year 2021 Annual
Work Plan, adopted by the Fort Worth City Council September 22, 2020 (M&C 20-0678).
Artist shall require their subcontractors to pull all permits required for this project, however, the City shall waive any fees for these permits as this
project is funded by City Bond funds.
Annual maintenance on this project is anticipated to be $3,000.00.

BUSINESS DIVERSITY - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars
expended on public art annually.
Council Member Jared Williams concurs with the FWAC's recommendation to proceed with the Final Design and Commission of the South Patrol
Division Public Art Project.
This project is located in COUNCIL DISTRICT 6.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, from the 2018 Bond Program to
support the approval of the above recommendations and execution of the commission contract. Prior to any expenditure being incurred, the
Planning & Data Analytics Department has the responsibility to validate the availability of funds.
