HomeMy WebLinkAbout2021/11/09-Attachments-M&C 21-0849City of Fort Worth, Mayor and Texas Council Communication DATE: 11/09/21 M&C FILE NUMBER: M&C 21-0849 LOG NAME: 20PARKER HENDERSON ENG AMEND 6 SUBJECT (CD 5) Authorize Execution of Amendment Number 6 in the Amount of $29,320.00 with Bridgefarmer & Associates, Inc. for the Parker -Henderson Road Construction Project from Mansfield Highway to Martin Street for a Revised Contract Amount of $1,194,821.45 RECOMMENDATION: It is recommended that the City Council authorize execution of Amendment Number 6, in the amount not to exceed $29,320.00 to City Secretary Contract Number 44165 with Bridgefarmer & Associates, Inc., thereby increasing the total contract amount to $1,194,821.45 (City Project No. C01419). DISCUSSION: The 2008 Capital Improvement Program allocated funds for the reconstruction of Parker Henderson Road from Mansfield Highway to David Strickland Road with the construction of sidewalks from David Strickland Road to Martin Street. An Engineering Services Agreement, City Secretary No. 44165 with Bridgefarmer & Associates, Inc. ("Consultant'), was authorized for the design of the project that included full concrete reconstruction of the roadway from Mansfield Highway to Prairie Dog Creek, a new bridge at Prairie Dog Creek and sidewalks from the new bridge to Martin Street. Amendment No. 6 provides compensation to the Consultant for the following services: Subsurface Utility Engineering (SUE) was not included in the scope of services under Amendment No. 4 when the Prairie Dog Creek culvert was redesigned in order to expedite finalizing the design and bidding the project. During construction of the Prairie Dog Creek culvert, a private water line and various franchise utilities were encountered during excavation that would typically be discovered during the utility exploration for the Subsurface Utility Engineering. Once discovered, these utilities had to be coordinated with the franchise companies for relocation and while doing so, the construction of the culvert had to be halted. The Consultant expended additional hours in construction services by attending onsite meetings with the franchise utilities and answering questions regarding the relocations. The Consultant was advised by the City to redesign the retaining walls of the culvert in order to avoid gas meters and cable boxes near the retaining walls. The redesign allowed the City to continue work on the culvert and stay on schedule. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated in the Street Improvements 2008 Fund for the Parker -Henderson Road Mansfiel project to support the approval of the above recommendation and execution of the amendment to the contract. Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
