HomeMy WebLinkAbout2021/11/09-Attachments-M&C 21-0850City of Fort Worth, Texas Mayor and Council Communication DATE: 11/09/21 M&C FILE NUMBER: M&C 21-0850 LOG NAME: 20SOUTH NORMANDALE ST AT LAS VEGAS BLVD REBCON SUBJECT (CD 3) Authorize Execution of a Construction Contract with Reboon, Inc., in the Amount of $2,322,913.00 for the Construction of Intersection Improvements on South Normandale Street at Las Vegas Boulevard (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council authorize execution of a contract with Rebcon, Inc., in the amount of $2,322,913.00, for the construction of the Intersection Improvements on South Normandale Street at Las Vegas Boulevard (City Project No. 101591). DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of a contract with Rebcon, Inc., in the amount of $2,322,913.00, for the construction of intersection improvements on South Normandale Street at Las Vegas Boulevard. The improvements include a multi -lane roundabout, minor storm drain improvements and pedestrian facilities such as sidewalks and American Disability Act(ADA ) ramps. The construction contract will be funded using 2018 Bond Program Funds available in the project. The project was advertised in the Fort Worth Star -Telegram on July 1, 2021 and July 8, 2021. The following bids were received on July 29, 2021. Contractor Total Bid Reboon, Inc $2,322,913.00 Reyes Group $2,340,702.00 Forth Civil Constructors $2,474,422.00 The Fain Group, Inc $2,559,882.00 McClendon Construction $3,187,649.00 Jackson Construction $3,253,500.00 This project will have no impact on the Transportation and Public Works annual operation budget when completed. Construction is expected to start in December 2021. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance Nos. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Compliance with the City's Business Equity Ordinance has been achieved by the following method: Rebcon Inc. is in compliance with the City's Business Equity Ordinance by committing to 6.2% participation on this project's base bid and demonstrating good faith efforts. The City's Business Equity goal for this project is 10%. This project is located in COUNCIL DISTRICT 3. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for Intersection Improvements on South Normandale Street at Las Vegas Boulevard to support the approval of the above recommendation and award the contract. Prior to any expenditure being incurred, the Transportation and Public Works Department has the responsibility to validate the availability of funds.
