HomeMy WebLinkAbout2021/11/09-Attachments-M&C 21-0855City of Fort Worth, Mayor and Texas Council Communication DATE: 11/09/21 M&C FILE NUMBER: M&C 21-0855 LOG NAME: 21 FORT WORTH POLICE SWAT VEHICLE STORAGE - DESIGN SUBJECT (CD 9) Authorize Execution of Amendment No. 1 to the Architectural Services Agreement with Elements of Architecture, Inc., in the Amount of $126,175.00, for a Total Contract Amount of $165,325.00 for Design Fees Associated with the New Fort Worth Police Department's Special Weapons and Tactics Vehice Storage Facility RECOMMENDATION: It is recommended that the City Council authorize execution of Amendment No. 1 to the architectural services agreement with Elements of Architecture, Inc., in the amount of $126,175.00, for a total contract amount of $165,325.00 for design fees associated with the new Fort Worth Police Department's Special Weapons and Tactics Vehice storage facility. DISCUSSION: The new Fort Worth Police Department's Special Weapons and Tactics (SWAT) Vehicle Storage Facility will be located at the Bob Bolen Public Safety Complex on Felix Avenue. This eight bay storage facility will provide sheltered storage for expensive specialized vehicles that could be damaged by prolonged ultra violet exposure. This project will be Crime Control and Prevention District (CCPD) funded. A request for Statements of Qualifications (SOQ) was advertised in the Fort Worth Star -Telegram on January 17, 2019 and January 24, 2019. Seven SOQs were received February 14, 2019, from the following firms: • Elements of Architecture, Inc. • Hahnfeld Hoffer Stanford • Komatsu/Rangel, Inc. d/b/a Komatsu Architecture • Quorum Architects, Inc. • Randall Scott Architects, Inc. • RPGA Design Group, Inc. • Schwarz -Hanson Architects A selection team composed of members of the Police Department, Diversity and Inclusion Department, and Property Management Department, reviewed these proposals and met on March 8th, 2019 to create a short list for interviews. Interviews were conducted on May 8, 2019. On December 19, 2019, staff administratively authorized an architectural services agreement with Elements of Architecture, Inc., in the amount of $39,150.00 to provide programming and schematic design services and establish an initial construction budget. The selection committee recommends that the City Council authorize the execution of Amendment No.1 to the architectural services agreement with Elements of Architecture, Inc., in the amount of $126,175.00, for a total contract value of $165,325.00, to complete architectural design and provide construction administration services for the new SWAT vehicle storage facility. The overall project budget for the project is as follows: PROJECT COST Amount rofessional Services Agreement, including Amendment No. 1 1 $165,325.00 Contract $903,936.00 iff Time, Materials Testing, IT, Security, Fixtures Furnishing & $393,576.00 uipment (FF&E), Contingency, etc. AL PROJECT COST 1,462, 837.00 Waiver of Building Permits - In accordance with the City Code of Ordinances, Part II, Chapter 7-1 Fort Worth Building Administrative Code, Section 109.2.1, Exception 2; "Work by non -City personnel on property under the control of the City of Fort Worth shall be exempt from the permit fees only if the work is for action under a contract that will be or has been approved by City Council with notes in the contract packages stating the fee is waived." Business Equity - Elements of Architecture, Inc. is in compliance with the City's BDE Ordinance by committing to 50% SBE participation on this project. The City's SBE goal on this project is 10%. This project is located in COUNCIL DISTRICT 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds will be available in the current capital budget, as previously appropriated, in the CCPD Capital Projects Fund for the PD SWAT Vehicle Storage project to support the approval of the above recommendation and execution of the amendment to the agreement.
